0 <br />LJ <br />w <br />Discussion of Direction and Control for Evacuation <br />a. The majority of evacuations are site specific and related to <br />a specific public safety hazard; this type of evacuation is <br />usually initiated by the first arriving public safety officer. <br />County -wide evacuations greater than a minor incident in <br />scope will be directed by the Emergency Management <br />Director, or his designee. Planned evacuations with notice, <br />such as would occur when hurricane warnings are <br />announced, may be initiated following a decision by the <br />Board of County Commissioners. In such cases, the <br />evacuation will be coordinated and administered by the <br />County officials using local government resources in <br />accordance with County evacuation plans. Indian River <br />County has mutual aid agreements with St. Lucie, <br />Okeechobee, Osceola, and Brevard Counties, and is a <br />participant in the Statewide Mutual Aid Agreement for <br />Catastrophic Response and Recovery to provide expanded <br />resource capability. These agreements will be developed, <br />coordinated and amended by the Emergency Management <br />Director. During any county administered evacuation that <br />does not require activation of the SEDC, state assistance <br />may be provided under the various state agencies' nc;mal <br />statutory authority through coordination by FDEM. <br />However, in the event of a multi -county, regional or <br />interregional evacuation, the Governor or the GAR may <br />issue an evacuation order in support of a local order. This <br />decision wi!I be made following consultation with the SCO, <br />the Deputy SCO for Response, and the SERT leader and <br />representatives of the impacted counties. <br />C. All, state assistance and support of such evacuations will be <br />coordinated from the SEOC under the direction and control <br />of the SERT Leader. Decisions on evacuation issues, such <br />as lifting tolls on state toll facilities, locking down <br />drawbridges, deploying and pre -deploying personnel, <br />determining regional evacuation routes, directing people <br />caught on evacuation routes to safe shelter, ensuring the <br />sufficiency of reasonably priced fuel, and addressing any <br />emergency medical issues relative to evacuation.
