40 <br />e <br />Emergency Management. Assistance required may be in <br />the form of information, technical expertise or substantial <br />financial, material or resource needs. A Declaration of State <br />of Local Emergency is a prerequisite to receive State and <br />Federal disaster assistance. A diagram depicting the <br />declaration process is attached to this document and <br />identified as Figure 7. <br />When the County is under a warning or threatened by an <br />impending disaster, emergency workers will be relieved in <br />shifts to prepare their families and property. While no <br />special provisions have been made for the safety and <br />welfare of families of emergency workers, they have been <br />encouraged to develop their own family disaster plan. <br />The Emergency Management Director, or his designee, is <br />responsible for establishing a liaison with the state response <br />and recovery agencies and teams. ESFs will interface with <br />State RIAT and RRTs to assist in the impact assessment <br />and rescue/recovery operations. <br />See Annex II - Recovery <br />and Mitigation Actions, for more information. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 73
