Response Actions <br />1. General <br />a. Activation of County Plan If a disaster threatens prior to the <br />Governor's decision to issue an Executive Order or <br />Proclamation of a State of Emergency, the Emergency <br />Management Director, or his designee, may activate this <br />plan; this may be followed by a declaration of a local State <br />of Emergency as outlined in County Ordinance 91-18. In <br />this situation, the DEM will coordinate any emergency <br />response actions that may be necessary for the immediate <br />protection of life and property. <br />When an emergency or disaster has occurred or is <br />imminent, the Governor may issue an Executive Order or <br />Proclamation of a State of Emergency, activating the <br />emergency response, recovery and mitigation aspects of <br />state, local and inter -jurisdictional disaster plans that apply <br />to the affected area. Such orders or proclamations are <br />needed for the deployment and use of state personnel, <br />supplies, equipment, materials and/or facilities that are <br />available. <br />b. Activation of EOC The EOC will be activated by the <br />Emergency Management Director upon determination of a <br />significant and immediate threat to life and property. <br />C. School Closing The Emergency Management Director, or <br />his designee, will establish direct communication with the <br />Indian River County School District Superintendent. <br />Together they will make the decision of when to close and <br />re -open schools. The official announcement will be made <br />by the Superintendent of Schools. <br />Request for Federal and State Assistance When disaster <br />effects become such that the resources of Indian River <br />County and/or its municipalities are inadequate to fulfill the <br />needs of the citizens, then aid and assistance may be <br />requested from the State of Florida and the Federal <br />Government. Such requests for State and Federal <br />assistance will be made through the Indian River County <br />Emergency Management Division to the Florida Division of <br />Indian River County Comprehensive Emergency Management Plan Basic Page 72
