M M <br />The City of Sebastian entered into an interlocal agreement with <br />Indian River County providing for the transfer of the City of <br />Sebastian's water and wastewater system on September 20, 1995. The <br />agreement requires the County to extend water or wastewater <br />transmissions, distribution or collection facilities and <br />improvements, and impose special assessments upon benefitted <br />parcels located within the incorporated area of the City. <br />At their regular meeting of June 26, 1996, the City Council adopted <br />Resolution No. R-96-48 (copy attached), which waived the sixty-day <br />notice requirement as per Section 6.07(B) of the interlocal <br />agreement. This resolution further states that the City Council <br />deems it in the best interest of the citizens of Sebastian that <br />Indian River County proceed as soon as possible with the water <br />expansion. <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be through the use of impact fee funds. <br />Engineering design services and the assessment roll have been <br />completed by Masteller and Moler, Inc. We are now ready to begin <br />the assessment process associated with this project. The total <br />estimated cost and amount to be assessed is $3,331,139.94. The <br />total estimated cost per square foot is $0.139949. <br />While the purpose of this project is to make water service <br />available to all properties within the project area, within this <br />area there remain 1,150± platted, undeveloped lots lacking adequate <br />access. Service for these properties may need to be provided in <br />the future when streets are improved to allow access.. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Resolution III. <br />JDC:nr <br />Attachments <br />APPROVED FOR AGENDA <br />By eexs� <br />ames E.
