Chairman Adams asked about the timing on scrub lots, and <br />Director Keating advised that the contracts would be presented to <br />LAAC tomorrow and be brought back to the Board September 17th at a <br />public hearing. <br />Then Commissioner Bird and Chairman Adams presented various <br />scenarios with respect to purchase.and sale of lots with liens and, <br />Director Keating responded to their suppositions. <br />Commissioner Macht stressed that the LAAC should have been <br />fully briefed, because he would never have voted to go ahead with <br />the scrub lots purchase had he known it would impinge on a major <br />utility expansion. He did not wish to see this happen again in one <br />of his committees. He felt it was bad business and bad government <br />and he was very disappointed. <br />Chairman Adams wondered if there would be any advantage by <br />tabling their decision on the assessment resolution. <br />Commissioner Eggert commented that she was aware there is a <br />contractual need to go forward with Phase I. She agreed it was <br />very awkward getting into a situation such as this and it was too <br />bad that it happened. <br />Commissioner Macht acknowledged the water expansion was a <br />necessary project because 1/4 acre lots cannot have septic tanks <br />and wells, but the scrub lots were quite a different thing. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED BY <br />Commissioner Bird, to approve staff's recommendation <br />as set forth in the memorandum (total estimated cost <br />per square foot = $0.139949). <br />In voting for this matter, Commissioner Macht wanted assurance <br />that there would be no implication that the assessment will be <br />funded by the general taxpayer. <br />Commissioner Bird remarked that somebody has to pay it. <br />Chairman Adams pointed out that there had been no closing on <br />any of the scrub lots. <br />Commissioner Macht replied that they always have the option of <br />not buying the scrub lots, and Commissioner Eggert agreed he was <br />correct. <br />Ini :9 <br />21 x.00`!( ft12 <br />August 27, 1996 <br />
