(Resolution #96-100 adopted <br />confirming the Special Assessments in connection <br />with a water main extension to the Sebastian area <br />municipal services benefit unit (MSBU), located in <br />Phase I of the Sebastian area water expansion <br />project.) <br />Jim Granse, 36 Pine Arbor Lane, remarked that he thought U.S. <br />Fish & Wildlife representatives should have attended this meeting. <br />Mr. DeMayo asked the Board to let the people know whether the <br />County will be buying the lots. <br />(CLERK'S NOTE: The Chairman declared a brief recess at 10:20 <br />a.m. All members were present when she reconvened the meeting <br />at 10:30 a.m.) <br />Public Hearing (Third Ree(_). ) <br />RESOLUTION NO. 96-_LQIL <br />A RESOLUTION OF INDIAN RIVER COUNTY, <br />FLORIDA, CONFIRMING THE SPECIAL ASSESS- <br />MENTS IN CONNECTION WITH A WATER MAIN <br />EXTENSION TO THE SEBASTIAN AREA MUNICIPAL <br />SERVICES BENEFIT UNIT, LOCATED IN PHASE I <br />OF THE SEBASTIAN AREA WATER EXPANSION <br />PROJECT; PROVIDING FOR SPECIAL ASSESSMENT <br />LIENS TO BE MADE OF RECORD. <br />WHEREAS, the Board of County Commissioners of Indian River County has, <br />by Resolution No. 96-82, adopted August 6, 1996, determined to make special <br />assessments against certain properties to be serviced by a water main <br />extension to Phase I of the Sebastian Area Water Expansion Project (Project <br />No. UW -95 -28 -DS); and <br />WHEREAS, said resolution described the manner in which said special <br />assessments shall be`made and how said special assessments are to be paid; <br />and <br />WHEREAS, the resolution was published in the Vero Beach Press <br />Journal on August 12, 1996, as required by Section .206.04, Indian River <br />County Code; and <br />WHEREAS, the Board of County Commissioners of Indian River County passed <br />Resolution No. 96-83 on August 6, 1996, which set a time and place for a <br />public hearing at which the owners of the properties to be assessed and other <br />interested persons would have the chance to be heard as to any and all <br />August 27, 1996 <br />22 <br />
