It is requested <br />consideration by <br />meeting of Augus <br />t <br />that the data herein presented be given formal <br />the Board of County Commissioners at their regular <br />27, 1996. <br />Summary <br />In September 1995, the Board of County Commissioners <br />authorized the filing of a* FY 1995/96 Section 5307 <br />(formerly Section 9) grant application requesting <br />$762,724 in federal, state, and local funds. Those funds <br />have been passed -through to the Council on Aging to <br />provide funding for the Community Coach bus system. <br />Grants under the Section 5307 program are available for <br />the planning, acquisition, construction, improvement, and <br />operating costs of facilities, equipment, and associated <br />capital maintenance items used in mass transportation <br />service. For the 1996/97 fiscal year, the Council on <br />Aging proposes $1,065,376 in federal, state, and local <br />funds. As with the FY 1995/96 grant, the FY 1996/97 <br />grant will be used by the Council on Aging to fund its <br />Community Coach fixed route and para -transit service. <br />Attached to this staff report is a funding breakdown for <br />the FY 1996/97 grant, a resolution authorizing the filing <br />of the grant, and a Memorandum of Agreement between the <br />county and the Council on Aging. Staff recommends that <br />the Board of County Commissioners adopt the attached <br />resolution authorizing the filing of the Section 5307 <br />grant application. Staff also recommends that the Board <br />authorize the chairman to execute the necessary self <br />certifications and standard assurances required by the <br />Section 5307 program and the Memorandum of Agreement <br />between the county and the Council on Aging for the <br />transfer of transit.grant funds. <br />DESCRIPTIONS & CONDITIONS <br />As a result of the 1990 Census, the City of Vero Beach and the <br />densely populated land surrounding the City were designated as an <br />urbanized area. With this designation have come several changes. <br />One was the establishment of the Indian River County Metropolitan <br />Planning Organization (MPO). Another change is the eligibility of <br />local governments within the urbanized area to apply for and <br />receive grant funds authorized by 49 USC .Ch. 53, Section 5307 <br />(formerly and more widely known as Section 9 of the Federal Transit <br />Act) . <br />In September 1995, the Board of County Commissioners authorized the <br />filing of a Section 5307 grant application requesting $762,724 in <br />federal, state, and local funds. Operating expenses <br />require a 50% non-federal match, and capital expenses require a 20e <br />non-federal match. <br />The 1996/97 fiscal year is the first year for which a soft -match, <br />rather than cash match, may be used to provide the required match <br />for the capital expenses portion of the Section 5307 grant.
