40 <br />C <br />ATTACHMENT B <br />SCOPE OF WORK <br />Task 1200 - ENGINEERING SERVICES FOR INDUSTRIAL WASTE PERMIT RENEWAL <br />NORTH COUNTY WATER TREATMENT PLANT <br />Background <br />The North County Water Treatment Plant was completed and started up in June 1998. Raw <br />water is supplied by three wells constructed into the Floridan Aquifer. Raw water is pumped to <br />the facility and treated by reverse osmosis (nanofiltration) membranes. A byproduct of the <br />membrane treatment process is a concentrated solution high in chlorides. The facility is <br />currently permitted to discharge up to 750,000 gallons of concentrate to the Indian River, a <br />water body of higher chloride concentration. Toxicity testing is required by the existing permit. <br />The current facility industrial waste permit expires on February 9, 2001. The permit and Florida <br />Administrative Code (F.A.C.) 62-620 require that renewal applications and supporting <br />information be submitted to the Florida Department of Environmental Protection (FDEP) at least <br />180 days prior to the expiration date. <br />Services <br />This authorization would provide engineering services to complete the following permit <br />application forms with assistance from County operations and administration staff: <br />■ Wastewater Permit Application Form 1 —General Information (DEP Form 62-620.910(1)). <br />® ■ Wastewater Permit Application Form 2A for Domestic Wastewater Facilities (DEP Form 62- <br />620.910(2)). <br />■ Wastewater Application Form 2CS — Permit to Discharge Process Wastewater from New or <br />Existing Industrial Wastewater Facilities to Surface Water (DEP Form 62-620.910(5)). <br />Supporting documentation required by each application form will be assembled and attached for <br />formal submittal to FDEP. County staff shall provide any information necessary for submittal. <br />Indian River County shall pay all permit renewal/application fees. <br />,i,3091.do. <br />
