Keati g, ICP <br />Community Developm nt Dire for <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad <br />Staff Planner, Current Development <br />DATE: August 26, 1996 <br />SUBJECT: AT&T Wireless Services' Request for Special Exception Use <br />Approval to Erect a 3001 -Tower (IR -10) in the North <br />County <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of September 3, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Carter Associates, Inc., on behalf of AT&T Wireless Services, has <br />submitted an application requesting site plan administrative <br />approval and special exception use approval to construct an <br />unmanned 300' self -supported communications tower and associated <br />equipment building. The subject tower site is to be located <br />approximately 2 1/8 miles west of I-95 and 2} miles south of <br />Fellsmere, on the south side of Fellsmere Water Control District <br />ditch #28. The assigned site address is 6895 122nd Avenue (see <br />attachment #2). The tower site is a leased area within an active <br />citrus grove, and is zoned A-2. Because the proposed tower exceeds <br />140' in height, and because the site is located within an A-2 <br />zoning district, special exception use approval must be granted for <br />the construction of the tower. <br />At its August 8, 1996 meeting, the Planning and Zoning Commission <br />voted 7 to 0 to recommend that. the Board of County Commissioners <br />grant special exception use approval, with the conditions <br />recommended at the end of this report. The Board is now to <br />approve, approve with conditions, or deny the special exception use <br />request. Pursuant to Section 971.05 of the LDRs, the Board is to <br />consider the appropriateness of the requested use for the subject <br />site and surrounding area, and may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />Staff has reviewed the submitted proposal and has granted site plan <br />administrative approval subject to the granting of special <br />exception use approval and any conditions attached to that <br />approval. Therefore, the administrative site plan approval will <br />become effective if and when the Board grants special exception use <br />approval. <br />ANALYSIS: <br />1.
