40 <br />i <br />40 <br />Facility Emer ency Coordinator <br />Facility representative for each facility with an extremely hazardous substance <br />(EHS) in a quantity exceeding its threshold planning quantity (TPQ), who <br />participates in the emergency planning process. <br />Full Emergency Condition <br />An incident involving a severe hazard or large area which poses an extreme <br />threat to life and/or property and will probably require a large scale evacuation, <br />or an incident requiring the expertise or resources of county, State, Federal or <br />private agencies. <br />Hazardous Materials <br />Any substance or material in a quantity or form which may be harmful to <br />humans, animals, crops, water systems, or other elements of the environment <br />if accidentally released. <br />Hazardous materials include: explosives, gases (compressed, liquefied, or <br />dissolved), flammable and combustible liquids, flammable solids or substances, <br />poisonous and infectious substances, radioactive materials, and corrosives. <br />Immediately Dangerous to Life/Health IDLM <br />The maximum level to which a healthy worker can be exposed for 30 minutes <br />and escape without suffering irreversible health effects or escape -impairing <br />symptoms. <br />Incident Commander <br />The pre -designated local, State, or Federal official responsible for the <br />coordination of a hazardous materials response action, as outlined in the <br />pertinent emergency response plan. <br />Level of Concern TQC <br />The concentration of an extremely hazardous substance {EHS) in the air above <br />which there may be serious irreversible health effects or death as a result of a <br />single exposure for a relatively short period of time. <br />X <br />
