Commissioner Bird inquired if arbitrage is possible, and <br />Director Baird responded he would have to determine whether it can <br />be used and, if so, that it would take an auditor to do the <br />calculations. <br />Commissioner Macht suggested arbitrage might be a way to <br />defray bond cost, and Director Baird advised that there is $10 <br />million remaining, that $15 million has been expended. <br />Commissioner Eggert commented that there is a potential $26 <br />million. <br />Director Baird explained the payment amounts: interest is <br />$662,028 and principal is $745,000. In addition, the Property <br />Appraiser and Tax Collector have to be paid for collecting the <br />voted ad valorem tax. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, she closed <br />the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted the <br />proposed Environmentally Sensitive Land Acquisition <br />Bond millage rate of .2897. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted the <br />proposed Environmentally Sensitive Land Acquisition <br />Bond budget in the amount of $1,635,954. <br />Aggregate <br />County Administrator Jim Chandler advised that the proposed <br />aggregate millage is 7.0736 or 1.65% above the rollback aggregate <br />millage 6.9587, or an increase of $683,483 above rollback. Total <br />County Budget is $156,173,677, up from $154,864,822, an increase of <br />$1,308,855 or .85%. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, the Chairman <br />closed the closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted the <br />proposed aggregate millage of 7.0736. <br />7 99E <br />September 4, 1996 <br />
