40 <br />40 <br />MIndian River County Manatee Protection and Boating Safety Comprehensive Management Plan <br />Proposed Criteria for Siting and Expansion of Boat Facilities <br />In order to minimize adverse impacts to manatees and the resources of the IRL, boat facilities <br />are best located in areas with few natural resources. Based on analysis of maps of the IRL <br />depicting natural resources, areas of the IRL most appropriate for boat facility siting have been <br />identified. The following Zones (1-9) have been established (Figure 12). The purpose of these <br />Zones is to provide the public with some guidance as to the potential for the expansion or <br />siting of new boat facilities. <br />In addition to these Zones specific criteria will be applied to each expansion or new boat <br />facility request. 'These criteria are as follows: <br />The siting of new or the expansion, or rearrangement, of existing boating facilities shall <br />be prohibited in the following areas of Indian River County: <br />• All of the St. Sebastian River west of the U.S. I Bridge; <br />• All of the Pelican Island National Wildlife Refuge; <br />• The area known as Jungle Trail Narrows; <br />• Town Limits of Orchid; <br />• Town Limits of Indian River Shores; <br />« If the proposed site is within a High Manatee Use area au� a High Watercraft - <br />related Manatee Mortality area, as defined in this plan. <br />1 The siting of new or the expansion, or rearrangement, of existing boating facilities shall <br />be prohibited when one or more of the following conditions are met: <br />(a) the footprint of the boating facility (including all docks, access walkways, finger <br />piers, mooring areas, turning basins, and ingress and egress pathways) has a SAV <br />coverage of ten (10) percent or greater using a scientifically acceptable method of <br />coverage determination and such determination is made between the months of <br />May through October; <br />(b) the water depths within the mooring areas, burning basins, and ingress and egress <br />pathways is less than —4 feet, at MLW; <br />(c) there is less than a 154' distance between the waterward most projection of the boat <br />facility (including mooring pilings and boats) and the ICW channel. <br />The siting of new or the expansion, or rearrangement, of existing boating facilities shall <br />be evaluated using all the following criteria: <br />(a) no more than 100 linear feet of native shoreline vegetation shall be altered <br />(trimmed, cut, removed, killed, or destroyed); <br />(b) a site located within a High Manatee Use area, gc a High Watercraft -related <br />Manatee Mortality area, as defined in this plan shall be subject to side -specific <br />design restrictions to minimize potential adverse manatee impacts, including <br />(but not limited to), restrictions on the total number of boat slips allowed; use <br />Community Development department Page 50 <br />
