21 <br />Indian River County Manatee Proterlion and Boating Safety Comprehensive btntiagemeut flan <br />of more upland storage instead of wet storage; restrictions on the maximum size <br />of boats that use the facility (powerboat;sailboat ratio); re -design of the <br />facility/marina; establishment of a powerboat to length of shoreline ration (e.g., <br />one powerboat per 100 feet of shoreline); and/or reduction in the size of the <br />facility/marina; and <br />(c) the following sections of the Action Plan, Objective 1, Boat Facility and Marina <br />Siting and Construction, sections 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, and 1. 14. <br />Using the evaluation criteria in section 2 above may result in additional restrictions on <br />the design, size, shape, and use of the boating facility/marina. These restrictions may <br />include, but are not limited to: the total number of boat slips allowed, use of more <br />upland storage instead of wet storage, restricting the maximum size of boats that use <br />the facility/marina, restricting the number of powerboats that use the facility <br />(powerboat:sailboat ratio), re -designing the facility/marina, establishing a powerboat to <br />length of shoreline ratio (e.g,, one powerboat per 100 feet of shoreline), or reducing the <br />size of the facility/marina. <br />4,. In addition, any new or the expansion, or rearrangement, of existing boating facilities <br />will be required to comply with all applicable state and federal pen -flitting and authorization <br />processes. <br />The process of evaluation can be generally represented by Figure 13 which shows a <br />diagrammatic representation of the process. This flow chart is meant to be a guide not an <br />absolute process. <br />Powerboat/Shoreline Density Ratio <br />The FDEP (now FWC) established an interim density threshold of one (1) powerboat per 100 <br />feet of shoreline along the inland waters of the county's shoreline in 1989. This interim <br />measure is to remain in place until a manatee protection plan is approved. The state's <br />establishment of this interim measure was for the purpose of providing some level of control <br />over the proliferation of marinas until area specific analysis (in the form of a county manatee <br />protection plan) could be performed. The 1:100 powerboat/shoreline ratio was not based on <br />scientific data, but was based on riparian rights. Nevertheless, the powerboat to shoreline ratio <br />has proven to be effective in areas of the county with significant natural resources, and should <br />be retained in those areas, <br />Methodology <br />The methodology used to identify potential locations for the siting of new boat facilities or the <br />expansion of existing boat facilities is based on the general and specific criteria described in <br />the preceding sections. The inland waters of Indian River County were divided into nine (9) <br />separate boat facility siting zones.
