Indian River County BOCC Derelict Vessel Removal Project <br />A TRUE COPY <br />CERTIFICATION ON LAST PAGE <br />R 6.tlrUt%9. 4086 <br />C. Procurement: <br />The Grantee shall procure goods and services through a competitive solicitation process in <br />accordance with Chapter 287, Florida Statutes. The Grantee has already included in the application <br />the quote provided by the contractor chosen for the task and the Commission will pay to the Grantee <br />100 percent of the quoted price for each task or 100 percent of the actual cost if less than the quoted <br />price. The Grantee will ensure that the selected contractor has adequate insurance and is qualified <br />to do the work. A copy of the state's Derelict Vessel Removal Best Management Practices, attached <br />as Attachment C, will provide guidance as to whether or not the selected contractor is qualified to <br />do the work. <br />D. Closeout: <br />Final receipts with required evidence of completion will be received by the Commission's Grant <br />Manager no later than 10/15/2024. <br />Section 5. CONTRACT MONITORING <br />A. Compliance Monitoring and Corrective Actions <br />The Commission will monitor the Grantee's service delivery to determine if the Grantee has achieved <br />the required level of performance. If the Commission in its sole discretion determines that the <br />Grantee failed to meet any of the terms or conditions of this Agreement, the Grantee will be sent a <br />formal written notice. The Grantee shall correct all identified deficiencies within forty-five (45) days <br />of notice. Failure to achieve 100% compliance with all of the terms and conditions of this Agreement <br />or failure to correct the deficiencies identified in a notice identifying deficiencies within the time <br />frame specified may result in delays in payment or termination of this Agreement in accordance <br />with the terms of the Agreement. <br />B. Site Inspections: <br />The Commission may inspect the Project site prior to and, if applicable, during the removal of project <br />vessels. The Grantee shall notify the Commission's Grant Manager when the Project has reached <br />substantial completion so that inspection may occur in a timeframe allowing for the timely <br />submission and processing of the final invoice. The Commission's Grant Manager, or designee, shall <br />inspect the work accomplished on the project and, if deemed complete and in compliance with the <br />terms of the Agreement, approve the request for payment. All derelict vessel removal sites will be <br />inspected by a Commission officer to verify the complete removal of the vessel as described in the <br />Agreement. <br />C. Project Progress Reports: <br />The Grantee shall submit to the Commission, on a monthly basis, project progress reports outlining <br />the progress of the project, and identifying any problems that may have arisen and actions taken to <br />correct such problems. Such reports shall be submitted on the Project Monthly Progress Report <br />Form attached hereto and made a part hereof as Attachment F. Reports are due to the Commission's <br />Grant Manager by the 15th of the month immediately following the reporting period until the <br />Certificate of Completion is submitted. <br />D. Best Management Practices: <br />The Grantee shall ensure that the contractor chosen to complete the tasks as indicated in this Scope <br />of Work are both able and instructed to follow state Derelict Vessel Removal Best Management <br />Practices (BMPs), (Attachment C).
