Environmental <br />Consulting & Contracting <br />June 21, 2024 <br />Himanshu Mehta <br />Managing Director <br />Indian River County - Solid Waste Disposal District <br />1325 74th Avenue SW <br />Vero Beach, FL 32968 <br />Subject: Proposal to Install Landfill Gas Flare Station Equipment and Process Piping <br />Revision One <br />Indian River County Landfill, Vero Beach, Florida <br />Dear Mr. Mehta: <br />SCS Field Services (SCS -FS) is pleased to provide this proposal to the Solid Waste Disposal District <br />(SWDD) for the subject work. SCS -FS is prepared to schedule the work upon receipt of your approval. <br />A summary of the scope of work, assumptions, and cost is outlined below based on design drawings, <br />parts list, and specifications provided by Bio Gas Engineering (BGE). <br />SCOPE OF WORK <br />Task One: Flare Station Equipment and Above -Ground Process Piping Installation <br />Synergy Refrigeration will be a subcontractor to SCS -FS and will not be a parry to the agreement <br />between SCS -FS and SWDD. Together, we will provide labor, equipment, and materials to fabricate <br />and install above -ground piping, instrumentation, and manual valves based on the design and <br />specifications provided by BGE. The scope of work will include the following: <br />• Purchase materials to fabricate stainless steel piping based on Table 1. <br />• Purchase manual valves and pneumatic valves based on Table 2. <br />• Purchase instrumentation based on Table 3. <br />• Setting equipment on the existing concrete pad and installing anchor bolts. <br />• Installation of interconnecting process piping, flanges and couplings. <br />• Installation of pipe stands and insulation. <br />• Installation of air and condensate piping. <br />Material for pipe fabrication will be purchased and delivered to Synergy in advance of any work <br />performed on site. A lead time of 3 to 4 months is needed to allow for pre -fabrication. SCS -FS will <br />purchase instrumentation and valves to be delivered to the Indian River County Landfill. Storage of <br />materials will be provided by the Landfill until equipment and piping is set in place. <br />Task Two: Flare Station Below -Ground HDPE Piping Installation <br />SCS -FS will provide labor, equipment, and materials to fabricate and install below -ground HDPE <br />piping based on the design and specifications provided by BGE. The scope of work will include the <br />following: <br />• Tie-in to the existing 24 -inch header and install a 14 -inch reducer. <br />1800 Pembrook Dr., Suite 300, Orlando, Florida 32810 <br />
