S <br />Permitting Authority Indian River County Board of County Commissioners, Florida. <br />Contractor Proctor Construction Company <br />Architect -Engineer Engineer — Brad Smith & Associates, Inc. <br />Sub -Consultants Edlund & Drittenbas, Carter Associates, Environmental Consulting Group, and Weller Pool Constructors. <br />Prgject Manager The person designated by the Owner to provide direct interface with the Contractor with respect to the <br />Owner's responsibilities. (See Exhibit A) <br />Owner's Representatives The Project Manager and his superiors or designee(s). <br />Estimat The Contractor's latest estimate of probable Project Construction Cost. <br />1.4 Owner's Construction Budget Owner's funds budgeted and requested for construction of Phase 1 for the Project. The <br />Owner's Construction Budget is S 4.112.400.00identified in Exhibit B, including all Contractor fees, costs of work and the <br />Owner's and Contractor's construction and interface contingencies as defined in Articles 8 and 9. This acknowledgement of <br />the Owner's budgeted funds is not to be construed as the Contractor's Guaranteed Maximum Price. A Guaranteed Maximum <br />Price will be offered by separate documentation as outlined in Article 7. <br />ARTICLE 2 <br />CONTRACTOR'S SERVICES <br />The services which the Contractor shall provide include, but are not limited to, those described or specified herein. The services described <br />or specified shall not be deemed to constitute a comprehensive specification having the effect of excluding services not specifically <br />mentioned. <br />2.1 Proiect Management Information System (PMIS) <br />2.1.1 General: <br />(1) Commencing immediately after contract award, the Contractor shall implement and shall utilize throughout the life <br />of this Contract all subsystems of the Project Management Information System hereinafter referred to as PMIS. <br />(2) The reports, documents, and data to be provided shall represent an accurate assessment of the current status of the <br />Project and of the work remaining to be accomplished and it shall provide a sound basis for identifying variances <br />and problems and for making management decisions. It shall be prepared and furnished to the Owner and the <br />Architect -Engineer monthly and shall accompany each pay request. <br />(3) If requested by the Project Manager, the Contractor shall conduct a comprehensive workshop in Vero Beach, Florida <br />for participants designated by the Project Manager and additional seminars as required to provide instruction. This <br />workshop and the seminars shall facilitate each participant's and the Owner's representatives' use and the <br />understanding of PMIS; shall support, in part, the function of organizing in concert with the Architect -Engineer for <br />the design and construction of the Project; and shall establish, with the full concurrence of the Owner and the <br />Architect -Engineer, procedures for accomplLhiug the management control aspect of the Project. <br />(4) The PMIS shall be described in terms of the following major subsystems: <br />(a) Narrative Reporting, on a monthly basis, <br />(b) Schedule Control, on a monthly basis, <br />(c) Cost Control, and estimating, <br />(d) Project Accounting, <br />(e) Accounting and Payment, and <br />(f) Action Reports. <br />2.1.2 Narrative RepQrtffimi Sub System <br />
