Boox 99 f r1U 15c <br />The County will enter into an interlocal agreement with the City of <br />Sebastian regarding City assistance in policing the property. In <br />all other respects, however, the County will be responsible for <br />property management. <br />County staff has opted to have a management plan for the project <br />(see attached) drafted by the county's acquisition/management <br />consultants, an option which is specified in the County's contract <br />with FloridAffinity, Inc. Page 24 of the draft plan summarizes <br />estimated management and development costs of the project. <br />The management plan for the AGC Industrial Tract Scrub was drafted <br />with knowledge that the County is negotiating purchase of the <br />adjacent +312 acre St. Sebastian PUD property. (County staff has <br />come to terms with the sellers of the St. Sebastian PUD property, <br />and a public hearing on that property has been scheduled for <br />October 8, 1996.) Combined, the two projects total close to 400 <br />acres of conservation land. For this reason, the management plan <br />and development costs were estimated with anticipation of the <br />overall 400 acre management area. <br />Also, because staff anticipate the eventual combining of the AGC <br />Industrial Tract with the St. Sebastian PUD property to create one <br />large management area, the draft management plan proposes to rename <br />the project as the "North Sebastian Conservation Area" for <br />practical and aesthetic reasons. <br />•Appraisals <br />In accordance with County Land Acquisition Guide and FCT <br />procedures, two independent appraisals were obtained to determine <br />an approved appraised value of the property. <br />The appraisal firms selected were Armfield-Wagner and the Lentz - <br />Goodman Group. The appraisals was subsequently certified by a <br />review appraiser (Boyle Appraisal Service), as required by the PCT. <br />The appraised values for the property are summarized as follows. <br />AGC INDUSTRIAL TRACT SCRUB <br />APPRAISER VALUE f DIVERGENCE APPROVED APPR. VALDE <br />Armfield & Wagner $450,000 N/A :450,000 <br />Lentz -Goodman $413,000 8% <br />The negotiated purchase price of $400,000 is 898 of the approved <br />appraised value. <br />•Contract <br />In coming to terms with FCT and county staff on the negotiated <br />purchase price (subject to County Commission and FCT approval), the <br />seller has executed a standard 'FCT purchase contract Option <br />Agreement with minor modifications. A copy of that contract is <br />attached to this staff report. <br />ANALYSIS <br />*Multiple Benefits <br />Environmental Education <br />As with most of the County's proposed acquisitions, the AGC <br />Industrial Tract Scrub purchase will enhance education in the <br />County With this property, the educational function will consist <br />of nature trails and educational displays for the site. Also, the <br />Environmental Learning Center has expressed an interest in using <br />the property as a "satellite" location for xeric scrub educational <br />excursions. <br />Comprehensive Plan Acquisition Commitment <br />Conservation Policy 6.2 of the County Comprehensive Plan commits <br />the County to acquire a minimum of 50 acres of xeric scrub for <br />conservation purposes. Although the County has fulfilled this <br />minimum acreage requirement, "the AGC Industrial Tract project <br />contributes to this policy by conserving +25 acres of xeric oak and <br />pine scrub. The property is also considered a "core" site for <br />Florida scrub jay protection, in the context of a county -wide scrub <br />Jay Habitat Conservation Plan (HCP). The project also furthers <br />objectives in the City and County comprehensive plans relating to <br />open space, aquifer primary recharge area protection, and rare <br />species conservation. <br />SEPTEMBER 17, 1996 26 <br />M M M <br />
