to <br />40 <br />Wo <br />FINAL REPORT <br />EXECUTIVE SUMMARY <br />SHELTER EVALUATIONS for THE STATE OF FLORIDA <br />ID No.: 212 <br />Survey Date: December 3,1998 <br />Facility Name: Sebastian Elementary ( Building 900) <br />Address: 400 County Road 512, 32958 <br />Coordinates: <br />Latitude: N27048'14" <br />oglo6 <br />Longitude: W 80°2835" <br />Discussion: <br />Sebastian Elementary School is located on County Road 512 approximately 1/2 mile west of U.S. 1. Under <br />the direction of the Indian River Department of Emergency Management, Building 900 was evaluated as <br />a possible hurricane evacuation shelter. <br />Flood and Hazmat Considerations: <br />The buildings and access roads are located outside the Catagory 5 storm surge inundation zone, as <br />determined by the latest edition of SLOSH. The buildings and their roads are also outside of the 500 year <br />flood plain (Zone X) as determined by Panel 76 of 169 of Flood Insurance Rate Map # 12061 C0076 E with <br />an effective date of May 4, 1989. The structures surveyed are within the Vulnerability Zone of two Section <br />302 facilities that have a low release potential in a hurricane event. <br />Wind and Wind -Related Considerations: <br />The northern exposure's topography is flat, heavily wooded with a playing field separating the school and <br />wooded area. Noted in the vicinity was unsecured playground equipment. The southern exposure <br />topography was flat, mostly residential with a retention pond and an unsecured mobile home present. <br />Eastern exposure is comprised of heavily wooded, flat topography with unsecured playground equipment. <br />Some tall trees were also present which could be construed as a minimal lay -down hazard.
