0 <br />0 <br />0 <br />portion of the campus is mostly flat with a lightly wooded area and contained one portable classroom, also <br />noted were light poles with hazardous proximity to the building. <br />Building Characteristics: <br />A partial set of structural and architectural plans for this facility was provided for evaluation. A clearly <br />defined continuous load path from foundation to roof is present. Upon site inspection and review of <br />structural plans it was evident that the buildings' exterior walls are constructed of fully reinforced masonry <br />and have no softspot areas. The plans called for an 8" CMU with a 4" brick veneer wall construction. 5" <br />pipe columns (standard weight) were employed extending from the concrete, steel reinforced footers to <br />top of walls. 36" steel truss girders (48" c/c) are attached to bearing points with two 1/4" full development <br />fillet welds. The roof is flat with a 3' overhang and decked with standard corrugated metal decking, 4" <br />lightweight concrete, and a modified bitumen roof covering. Roof design load (dead load plus live load) <br />is calculated to be 52 pounds per square foot. The roof span exceeds 40 feet. No evidence of ponding or <br />degradation was present on the roof. All drains were clear and free of debris. <br />Windows, of an unknown glass type, comprised lessthan 7% of total exterior wall space. No <br />shuttering/protective system was in place for either windows or exterior doors. <br />The stringency ranking of the model building code used during the year of the buildings design (1997) <br />according to the State of Florida Hurricane Shelter Evaluation Guidelines is a 2 on a scale of 04, the <br />most stringent being 4. <br />The building was in good condition with no visible signs of damage. <br />Life Safety/Emergency Power: <br />At the time of survey, the building conformed to fire codes. There was an emergency power supply <br />generator on site which powers exit lights, freezers and emergency lighting. <br />Conclusions: <br />When analyzed using the criteria outlined in the ARC 4496 Least -Risk Decision Making Guideline <br />Compliance Summary, Sebastian Elementary School was found to have characteristics which fall under <br />the categories of preferred, marginal and non-compliant. <br />Preferred characteristics of this facility include: <br />• The building and its access road are located outside the Category 5 storm surge innundation. <br />• The building and its access road are located outside the 500 -year floodplain (Zone X). <br />• A clearly defined, continuous loadpath from roof to foundation is present. <br />• The building is in good condition with no apparent signs of deterioration. <br />• The building's exterior walls are constructed of fully reinforced masonry. <br />• No evidence of degradation is present on roof. <br />• An Emergency Standby Power Generator exists on site. <br />• 1997 wind parameters used in design. <br />
