40
•
r
Indian River Counly Uia`iitles
Concentrate Disposal Options
The plant currently has a recovery rate of 80 percent. If the recovery is increased to 90
percent through the addition of a third stage, the amount of concentrate decreases
from 0.6 million gallons per day (MGD) to 0.3 MGD. The blend water could be
increased and allow the plant to be increased. The resultant concentrate would be
twice as concentrated.
UAB Response:
The UAB advised that this option should be investigated in the future but should not
be included as the immediate solution. CDM recommends conducting a pilot study
to identify the possible impacts of the concentrated effluent.
3.13 Injection Well Disposal
Injection well disposal would require one or two injection wells to be installed to
approximately 3000 feet for the injection of the concentrate. The wells are costly to
install, require injection pumps (energy costs), and must be maintained. The wells
also require FDEP permitting and would have to be located in an area that would not
adversely affect the aquifer from which the water treatment plant draws.
UAB Response:
The UAB recommended not pursuing this option further at the May 4 meeting.
3.14 Industrial Use Disposal
Concentrate may be used as industrial process water in citrus packing plants as wash
water. Agreements and arrangements would have to be made between the users of
the concentrate and the County. Reliability of the discharge would be uncertain
because of the seasonal nature of the business. County roads department have also
expressed an interest to utilize concentrate for dust control on area dirt roads.
Another industrial user may be the proposed Calpine power plant to be constructed
on 741+ Avenue. The concentrate may be mixed with other water for their cooling
water needs.
UAB Response:
The UAB, while not eliminating these options, voiced concerns at the'May 4 meeting
regarding the viability based on a limited industrial demand for the concentrate.
CIM C mry Chr r&JWK"Inc.
soma n,y
10
