"Sonny" Dean <br />General Services birec Ar <br />FROM: Fran Boynton Powel <br />Purchasing Manager <br />SUBJECT: RFP #6074 - IRC Project No. 9611 - Consultant Selection <br />CR512 Widening, Paving and Drainage Improvements between I-95 and <br />Roseland Road Including Bridge Replacement at South Prong of Sebastian <br />River <br />DATE: September 13, 1996 <br />DESCRIPTION AND CONDITIONS <br />In order to select.a consultant to do the design work for CR512 Widening, Paving and <br />Drainage Improvements, advertisements were placed to request proposals from consulting <br />firms for this project. Requests for Proposals were received from thirteen (13) firms and <br />four (4) firms were selected from these thirteen (13) for interviews. Interviews were <br />conducted on September 5, 1996 by the selection committee of James W. Davis, Chris Mora, <br />and Roger D. Cain. As a result of those interviews the following ranking of firms for this <br />work was made: <br />1. Masteller & Moler, Inc., in association with Lindahl Browning, Ferrari & <br />Hellstrom, Inc., Jenkins & Charland, Inc., Masteller, Moler & Reed, Inc., and <br />L.J. Nodarse & Associates, Inc. <br />2. Kimley-Horn & Associates <br />3. Lawson, Noble & Webb, Inc., (tied) <br />3. Williams, Hatfield & Stoner, Inc., in association with Carter -Associates, Inc., <br />Fraser Engineering & Testing, Inc., and B.K. Marine Construction, Inc. (tied) <br />The rankings reflect the committee's rating of the technical competence, ability to produce <br />plans and specifications on time, experience in this field, and abilities of personnel to be <br />assigned to this project. <br />According to the Consultant Competitive Negotiations Act the staff recommends that <br />negotiations proceed with the top ranked firm in order to reach agreement as to the work <br />and fee for this project. If the negotiations are not successful with the top ranked firm, staff <br />will recommend to the Board that negotiations be commenced with the next highest rated <br />firm to achieve an agreement, and subsequently down the rankings until an agreement is <br />reached with one of the firms. Once negotiations are terminated with one of the firms, they <br />will not. be re -opened. Staff is very desirous of achieving a timely agreement and requests <br />the Board's permission to begin negotiations. <br />11 <br />September 24, 1996 <br />
