APPROVAL OF FY 1996/97 EMS COUNTY AWARDS GRANT; <br />PURCHASE OF CAPITAL/OPERATING EQUIPMENT WITH NON- <br />MATCHING EMS _GRANT FUNDS, AND GRANT RESOLUTION <br />The Board reviewed a Memorandum of September 13, 1996: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Doug Wright, Director �aw <br />Department of Emergency Services <br />FROM: Jim Judge, EMS Chief <br />Division of Emergency Medical Services <br />DATE: September 13, 1996 <br />SUBJECT: Approval of FY 1996/97 <br />of Capital/Operating <br />Grant Funds; and Grant <br />EMS County Awards Grant; Purchase <br />Equipment with Non -Matching EMS <br />Resolution <br />It is respectfully requested the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the meeting scheduled for September 24, 1996. <br />DESCRIPTION AND CONDITIONS <br />The Department of Health and Rehabilitative Services, Office of <br />Emergency Medical Services (EMS), is authorized by Chapter 401, <br />Part II, Florida Statutes, to distribute county grant funds. The <br />funds are then made available to eligible county governments to <br />improve and expand their prehospital emergency medical services. <br />The grant program is an innovative process which enables EMS <br />agencies to enhance EMS systems through the Board of County <br />Commissioners. The EMS Grant has been prepared describing program <br />needs and proposing grant objectives as well as time frames for <br />completion. <br />It should be noted that the grant conditions require the County to <br />ensure that the EMS grant funds will not be used to supplant or <br />replace any existing EMS budget allocations and the resolution must <br />include a statement to that effect. The grant conditions also <br />require a separate accounting of the EMS funds from all other <br />funds. <br />ALTERNATIVES AND ANALYSIS <br />The county grant funds are derived from surcharges_ on various <br />traffic violations. Funding in the amount of $52,025.52 has been <br />allocated to Indian River County for FY 1996/97. The grant funds <br />will be utilized as indicated in the grant application for <br />equipment and services to improve and expand the Advanced Life <br />Support EMS prehospital system. The equipment proposed and <br />justification for purchase in the expenditure plan is as follows. <br />IV Infusion Pumps - Purchase ten IV infusion pumps to properly <br />administer IV Nitroglycerine and other medications; an infusion <br />pump is required to properly control the exact amount of medication <br />administered to patients. $5,550.00 <br />Extremity Vacuum Splints - Obtain ten vacuum splint systems which <br />would allow the Division of EMS to improve the quality of extremity <br />36 <br />September 24, 1996 <br />
