He underscored the challenges faced in <br />2022, and the profound impact on the fire medics serving in Indian River County. He <br />pointed out that the medics had been residing in a portable trailer on the property with <br />limited amenities due to the ongoing construction. Expressing his dismay at the sluggish <br />pace of the project and the toll it has taken on the medics' well-being, he proposed <br />that it might be time to reassess the project and give precedence to the needs of the <br />fire medics. <br />Commissioner Earman agreed with Vice Chairman Flescher's suggestion to reevaluate <br />the bond. He emphasized the need for a change in approach and expressed hope that <br />finding someone capable of completing the job would positively shift the project's <br />progress. <br />Chief David Johnson, Director of Emergency Services, stated that he was very <br />unhappy with the project. He noted the Fire Chief had been regularly present at the <br />site, but no recent progress had occurred. The Intertech Construction Corporation of <br />America, Inc. (Intertech)'s project team blamed others for delays, making it difficult <br />for the crews. Chief Johnson mentioned he had discussed the possibility of pulling the <br />bond with the County Attorney, but noted that this could further delay the project. He <br />was open to discussing the best course of action. <br />County Attorney Bill DeBraal stated that calling the bond now would highlight the lack <br />of qualified personnel and slow progress. This would likely prompt the bond company <br />to hire a new contractor under a Reservation of Rights. He reported that the County <br />and Intertech had exchanged letters, with the County urging improvement and <br />Intertech arguing against breach of contract. He stated pursuing this route may cause <br />only minor delays compared to the time it would take Intertech to rectify the problems <br />at Fire Station 11. <br />Indian River County Florida Page 9 <br />
