Community Services <br />12.A.1. 24-0501 Children's Services Advisory Committee Recommended Program Funding <br />Allocations for Fiscal Year 24/25 <br />July 2, 2024 <br />Recommended Action: Staff respectfully recommends that the Board of County Commissioners approve <br />CSAC's funding recommendations for children's programs for FY 24/25 and <br />authorize the County Administrator to execute the 47 program grant agreements <br />after review and approval by the County Attorney for legal sufficiency. Should <br />program funding become available through default, noncompliance, or early <br />termination of an awarded grant program during the fiscal year, staff will bring an <br />item to the Board for approval of an alternative program or service based on the <br />needs of children and families in Indian River County. <br />Attachments: Staff Report <br />CSAC Program Funding Requests FY25 <br />Funding Recommendation Presentation <br />Request For Proposal <br />Grant Proposal Eval Rubric <br />Community Services Director Cindy Emerson used a PowerPoint presentation to <br />demonstrate the progress made with Children's Services in the past 11 months in <br />partnership with community volunteers. By clearly defining the roles, each entity <br />within the Children's Services Advisory Committee (CSAC) structure could <br />effectively contribute to the mission of providing high-quality services for children <br />in Indian River County. This ensured comprehensive needs assessments, efficient <br />program funding, and continuous monitoring and improvement. <br />The presentation outlined the benefits of the RFP Evaluation Scoring Rubric: <br />increased accountability, measurable outcomes, addressing identified needs, and <br />ensuring organizational capacity. It also detailed the CSAC program funding <br />recommendation for the remaining $128,810, which could be utilized for an <br />agency seeking grant funding, consulting or training fees, or any appropriate <br />children -related spending brought forward and approved by the CSAC Main <br />Committee. <br />Ms. Emerson stated that the CSAC had always intended to create the most <br />robust return on investment with its programs. The best way to do that was to <br />build sustainability within the programs and agencies and help them reach their <br />Indian River County Florida Page 17 <br />
