Chandler <br />County Administrator <br />DI ON HEAD CONCURRENCE: <br />Robert Keating, AI <br />Community Developdent'' rector <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric BladfJ <br />Staff Planner, Current Development <br />DATE: September 25, 1996 <br />SUBJECT: Final Plat Approval for St. James Island, a Replat of a <br />Portion of the Oak Harbor Master Plat <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 1, 1996. <br />DESCRIPTION AND CONDITIONS: <br />St. James Island is a proposed replat of a parcel of land within a <br />portion of Parcel °F" of the Oak Harbor Master Plat boundaries of <br />Grand Harbor, a planned development. The requested replat will <br />create 57 single family lots along platted roadways, adjacent to <br />the platted recreational tracts and stormwater tracts. This <br />request is consistent with approved preliminary PD plans covering <br />the subject property. The subject site is located in the southern <br />portion of the overall Grand Harbor development, is zoned RM -6, <br />Residential Multi -Family (up to 6 units per acre) and has a land <br />use designation of M-1, Medium Density (up to 8 units -per acre). <br />At its meeting of October 1, 1996, the Board of County <br />Commissioners will also consider final plat approval of the Oak. <br />Harbor Master Plat. The submitted St. James Island final plat is <br />consistent with the Master Plat. <br />ANALYSIS: <br />The required subdivision improvements for the St. James subdivision <br />are guaranteed via the Oak Harbor Master Plat. Prior to approving <br />the St. James Island final plat request, the Board must first grant <br />final plat approval for the Oak Harbor Master Plat and authorize <br />the Chairman to execute a Contract for Construction for the Oak <br />Harbor.Master Plat and accept the posted securities. Upon Board <br />approval of the Oak Harbor Master Plat request, the developer will <br />have complied with the appropriate requirements to obtain final <br />plat approval for the St. James Island final plat. <br />Staff recommends that the Board of County Commissioners grant final <br />approval for St. James Island, a replat of a portion of Parcel "F" <br />of the Oak Harbor Master Plat with the following conditions: <br />1. Prior to recording the St. James Island final plat in the <br />public records, the Oak Harbor Master Plat must be recorded in <br />the public records <br />2. Prior to the issuance -of a certificate of occupApcy for any <br />structure within the boundaries of the St. James Island plat, <br />a certificate of completion must be issued for the Oak Harbor <br />Master Plat. <br />18 <br />OCTOBER 1, 1996 <br />W <br />
