L. HVAC Digital Control System - Main Library <br />The Board reviewed the following memo dated 9/18/96: <br />TO: James Chandler <br />County Administrator <br />THRU: H.T. "Sonny" Dean, Director <br />Department of General Services <br />FROM: Lynn Williams, Superintender_t <br />Buildings & Grounds <br />DATE: September 18, 1996 <br />SUBJECT: Digital Control System for HVAC Main Library and Sole <br />Source Agreement <br />DESCRIPTION AND CONDITIONS: <br />The Indian River County Judicial Complex and the Health <br />Building are equipped with Johnson Control, Inc-. Systems. A <br />central work station located in the Buildings & Grounds office <br />allows communication via modem to each facility for the purpose of <br />monitoring, adjusting and controlling the HVAC system. Both <br />buildings are accessed through one work station and contain similar <br />control configurations, components and nomenclature for the Main <br />Library. The system proposed for the Main Library will provide the <br />same capabilities as those in the Courthouse and Health Building. <br />A Budget Amendment (#023 for $42,650.00) was approved by the <br />Board at the July 2, 1996 meeting for the purpose of retrofitting <br />the HVAC Control System at the Indian River County Main Library. <br />ALTERNATIVES AND ANALYSIS: <br />The Indian River County Main Library was constructed as a <br />stand alone facility with regards to HVAC controls and operation. <br />Temperature controls and adjustments are accessible to staff and. <br />occupants. As in the case of any facility, adjustments are often <br />made without regard to energy consumption or temperature <br />guidelines. <br />The installation_ of Digital HVAC Control System will allow <br />Buildings & Grounds staff to better control_ energy consumption as <br />well as provide the control needed to avoid wide temperature <br />changes. We have found that in other buildings equipped with DDC <br />Systems, we can often identify a problem before the occupants <br />recognize the existence. <br />Johnson Controls has reviewed the facilities energy <br />consumption for the last year and has stated that we can expect a <br />minimum savings of 15% on our electric costs which average $100;0oo <br />&nnuaIIy. Based on annual usage and the projected savings, the <br />system should pay back in 30-36 months. <br />We expect no adverse effect with regard to comfort, <br />temperature or humidity control. <br />23 Boot <br />OCTOBER 1, 1996 <br />
