Proclamation - Domestic Violence Awareness Month <br />PROCLAMATION <br />WHEREAS, domestic violence is a serious crime that affects <br />people of all races, ages, income levels and sexes; and <br />WHEREAS, the crime of domestic violence violates an <br />individual's privacy, dignity, security and humanity due to the <br />systematic use of physical, emotional, sexual, psychological and <br />economic control or abuse; and <br />WHEREAS, children who grow up in violent homes are abused <br />and neglected at a rate of 1500% higher than the national <br />average; and - <br />WHEREAS, more than 7 million women are killed each year by <br />their partners; and <br />WHEREAS, violence is a learned behavior that can be <br />unlearned, the cycle of which, when broken, restores equal <br />respect to the victim and recognizes her right to a loving <br />relationship free from the fears of humiliation and intimidation. <br />Only a coordinated effort will put a stop to this heinous crime: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the month of <br />October, 1996 be recognized as <br />DOMESTIC VIOLENCE AWARENESS MONTH <br />in Indian River County, and the Board, in recognition of the <br />important work done by the domestic violence programs, urges all <br />citizens to actively participate in the scheduled activities and <br />programs sponsored by SafeSpace, Inc. to work toward the <br />elimination of personal and institutional violence against women. <br />Dated this 1 day of October, 1996. <br />32 <br />OCTOBER 1, 1996 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Fran B.
