BOOK *99 PnE2, 97 <br />Fred Mensing, resident of Sebastian, requested that the lights <br />on that stretch of SR -60 be synchronized to avoid traffic backup. <br />He suggested that signs be posted informing drivers that the <br />traffic lights are synchronized for driving at a certain speed. <br />Susan Motley, attorney from Ft. Lauderdale representing Wal- <br />Mart, introduced Don Moseley, Wal-Mart senior civil engineering <br />manager, and Ray Gent, Vero Beach store manager. She advised that <br />Gary Wallace and Fred Banfield of Kimley-Horn are also in <br />attendance to answer any questions the Board may have. <br />Attorney Motley felt it is important to remember that this is <br />a rezoning of 6.19 acres on the site of an existing store to <br />accommodate a grocery store component. She emphasized that in <br />addressing many of the County's concerns on this rezoning, Wal-Mart <br />has agreed to the following items: <br />♦ monitor traffic volume on 53rd Avenue for 2 years <br />♦ modify the elevation of the building <br />♦ comply with the interim SR -60 corridor plan <br />♦ add decorative pavers to the median <br />♦ provide foundation plantings <br />♦ extend the Type "C" buffer along the SR -60 frontage with*a <br />low berm and hedging to create a 3' opaque feature <br />♦ install vinyl -clad fencing around 3 stormwater retention <br />ponds <br />♦ replace the Wal-Mart sign at the main entrance with a <br />beautiful monument -type sign. <br />Attorney Motley advised that the issuance of temporary use <br />permits for outdoor sales is of critical importance to Wal-Mart. <br />She noted that the County's Code does not provide for temporary use <br />permits and Wal-Mart does have excess parking space to hold special _ <br />events because Sam's has not been built yet. Sam's is still <br />interested in building at this location, which probably will be in <br />another 2 years, but they were interested in expanding with the <br />superstore first. Attorney Motley admitted that there have been <br />violations of the temporary sales events. A recent boat sale held <br />in the parking lot was done without a permit because the person <br />involved believed the occupational license he obtained at the <br />County Administration Building covered that particular sales event. <br />She believed that was due to a communication problem, and suggested <br />that from now on a Wal-Mart representative accompany an individual <br />to obtain a temporary use permit and see that the agent complies <br />with those conditions.
