Chris Mora, County Traffic Engineer, explained that Wal-Mart <br />will be responsible for design and installation of the traffic <br />light. The County will be responsible for the maintenance of the <br />light, but Wal-Mart will reimburse us that expense under an <br />agreement similar to the one for the traffic light at the Indian <br />River Mall. <br />Commissioner Macht asked how Traffic Engineering arrived at <br />the $10,000 figure because it seemed a trivial sum for traffic <br />calming. <br />Mr. Mora noted that traffic calming is rather a new concept. <br />They used a worst case scenario that if 53rd Avenue became so <br />horrendous that residents were clamoring for something to be done, <br />such as a cul-de-sac or closing off the south end, $10,000 seemed <br />like a reasonable amount to build a cul-de-sac or close off the <br />road. Obviously, it would have to be something that all the <br />residents agreed to. <br />Chairman Adams opened the public hearing and asked if anyone ; <br />wished to be heard in this matter. <br />Jim Granse, 36 Pine Arbor Trail, concerned citizen, expressed <br />concern about the proposed traffic light at 53rd Avenue being too <br />close to the one on SR -60 at 58th Avenue. He noted that traffic <br />lights will be installed at the Indian River Mall and at 66th <br />Avenue. <br />Chairman Adams emphasized that safety must be our first <br />concern, not people's ability to go 50 miles per hour on that <br />stretch of SR -60. <br />Director Boling explained that a bank has shown interest in <br />building on the parcel fronting SR -60 and west of Applebee's that <br />is not owned by Wal-Mart. The driveway west of Applebee's would <br />serve the bank, Applebee's and Wal-Mart. <br />Richard Minetti, resident of 56th Avenue, inquired whether <br />temporary use permits would be allowed on the Wal-Mart property <br />under the new zoning. He asked if complaints had been received <br />about those sales. <br />Director Boling advised that staff is recommending that <br />temporary use permits not be allowed with the rezoning. Violations <br />did occur during permitted temporary use sales and a non -permitted <br />event. <br />Commissioner Macht stressed that he has received many <br />complaints from the residents living across SR -60 from Wal-Mart. <br />BOOK 99 p t o <br />53 <br />OCTOBER 1, 1996 <br />
