BOOK 99 FADE 309 <br />MOTION WAS MADE by Commissioner Macht, SECONDED by <br />Commissioner Tippin, to approve the contracts for <br />excess Loss Insurance with O'Neil, Lee & West and <br />the Administrative Services Agreement with Blue <br />Cross Blue Shield of Florida, as recommended by <br />staff. <br />Under discussion, Chairman Adams reported that the employees <br />have some questions about generic prescriptions, and Personnel <br />Director Ron Baker explained that the charge will be $8 if the <br />doctor specifically prescribes that medication or there is no <br />generic available. The only way they would pay the $16 is if they <br />insisted on having that medicine other than a generic. - <br />Commissioner Eggert pointed out that is different than what the <br />employees were told at the information.meetings. <br />Commissioner Eggert also inquired if we are satisfied about <br />where the information on us is going, and Director Baker advised <br />that Deputy County Attorney Will Collins will address that issue. <br />Attorney Collins advised that some of the concerns about the <br />broad waivers of confidentiality are covered under Article 3.6 in <br />the Administrative Services Agreement where it states, "However, <br />the Administrator will not provide any report which contains <br />individual group member identifiable medical information, nor will <br />the Administrator provide any information with regard to provider <br />pricing agreements or any other information which is of a <br />confidential or proprietary nature, as determined by the <br />Administrator." Attorney Collins advised that the Administrator, <br />who is Blue Cross and Blue Shield of Florida, will not release <br />information on specific individuals. He stated that, legally, he <br />was satisfied with that language. <br />Duncan Chalmers, P.O. Box 5070, Vero Beach, stated that he has <br />been bitterly complaining the last few months about the bidding and <br />selection process used by the consultant in awarding the health <br />insurance contract. He thought he had seen everything in his 44 <br />years of insurance experience concentrating on employee benefits, <br />but he was wrong. The recent process was worse than anything he <br />has seen before. Most of the principles of group insurance were <br />ignored. About two weeks ago, he informed Chairman Adams that <br />although he was very displeased with the results of the bid award, <br />he was going to abandon his objection but would remain available, <br />if called upon, to point out discrepancies between the bid and its <br />implementation. Having heard the BCBSF representative gree at the <br />July 3 BCC meeting that the plan was cancelable at any time with 30 <br />66 <br />OCTOBER 1, 1996 <br />
