Based on information review, discussions with COUNTY, and findings from Tasks 2.1.5 <br />and 5.2, CONSULTANT will develop quantitative and qualitative level of service (LOS) <br />goals for the COUNTY'S drinking water, wastewater, and reuse treatment, distribution, <br />and collection systems. This will include updated assumptions for ERUs and per capita <br />consumption/production. The COUNTY's Draft LOS goals will be discussed at related <br />Task 5 workshops and incorporated into respective Draft Modules 4 through 8. <br />5.3 Drinking Water Supply and Treatment Alternatives Development <br />5.3.1 Drinking Water Supply and Treatment Alternatives Development <br />CONSULTANT will investigate alternatives for drinking water supply augmentation and <br />drinking water storage. Proposed drinking water supply alternatives include the <br />following: <br />• Surface water diversion and treatment <br />• Surficial aquifer wells and membrane treatment <br />• Brackish water via Floridan Aquifer wells and membrane treatment <br />• Reuse (one indirect potable reuse option and one direct potable reuse <br />option) <br />• Seawater desalination <br />Proposed raw water storage alternatives include the following: <br />• Reservoirs <br />Aquifer Storage and Recovery (ASR) <br />Aquifer Recharge <br />For each alternative presented, CONSULTANT will develop concepts that consider the <br />following: <br />• Siting and permitting <br />• Raw water conveyance and storage <br />• Treatment system <br />• Residuals management (including concentrate) <br />CONSULTANT will size basins and major process equipment for the appropriate growth <br />horizon (20 -year for process equipment; 50 -year for basins, tanks, and buildings). <br />CONSULTANT will develop high-level project descriptions, site layouts, Class V cost <br />estimates, and life cycle cost analyses for each alternative. <br />5.3.2 Drinking Water Supply and Treatment Alternatives Workshop (4 hours, in- <br />person) <br />CONSULTANT will facilitate a four-hour in-person workshop to discuss review findings <br />and alternatives developed for drinking water supply and treatment. CONSULTANT and <br />COUNTY will review the high-level alternative descriptions, layouts, and cost estimates <br />developed by the CONSULTANT. Workshop will include a collaborative multi -criteria <br />decision analysis (MCDA) exercise in which the CONSULTANT and the COUNTY will <br />develop evaluation criteria, weight evaluation criteria, use these criteria to determine the <br />most favorable alternative to be further developed. <br />5.3.3 Draft IWMP Module 4: Drinking Water Supply and Treatment Alternatives <br />17 <br />
