Environmental <br />Consulting & Contracting <br />September 3, 2024 <br />Himanshu Mehta <br />Managing Director <br />Indian River County - Solid Waste Disposal District <br />1325 74th Avenue SW <br />Vero Beach, FL 32968 <br />Subject: Proposal to Install Leachate Evaporator Fiber Optics Cable and Control Panel <br />Indian River County Landfill, Vero Beach, Florida <br />Dear Mr. Mehta: <br />SCS Field Services (SCS -FS) is pleased to provide this proposal to the Solid Waste Disposal District <br />(SWDD) for the subject work. SCS -FS is prepared to order materials and schedule work upon receipt of <br />your approval. A summary of the list of materials, assumptions, and cost is outlined below based on <br />design drawings, parts list, and specifications provided by Kimley Horn. <br />SCOPE OF WORK <br />SCS -FS and our sub -contractor, Complete Electric, Inc. (CEI), will provide labor, equipment and electrical <br />materials for the installation of the leachate evaporator electrical panel and fiber optics cable that runs <br />from the new panel to the new flare station. CEI will perform the following tasks: <br />• Construct a support rack for the new Leachate Control panel where shown. Utilize 4" aluminum <br />vertical conduit, with stainless steel horizontal struts, and stainless steel fasteners/hardware. <br />• Supply and install a UL listed Leachate Control cabinet designed to meet the specifications on <br />sheets E -410A. and E-410 dated July of 2023. This will be a customer built to order control <br />cabinet for this application. It will include a N4X enclosure with Vents/Fans and Heat exchanger <br />along with the 480V, 20HP three phase VFD. <br />• Install conduit from the existing 480V electrical panel, to new Leachate panel. <br />• Install conduits from Leachate control panel, to Leachate tank pump/motor. <br />• Install a 3 pole 480V rated Square D EDB breaker in the existing 480V panel to supply the <br />Leachate project. Label panel upon completion to reflect these changes. <br />• Pull in 480V rated CU feeders from existing panel, to Leachate control panel, as well as 480V <br />feeders to the pump/motor at base of tank. <br />• Expose the existing in ground pull boxes that were installed for the Fiber cable. **If we are not <br />able to locate these boxes, additional fees will be required to address this issue. <br />• Provide and install (1) 12 strand (6 pair) tight buffer indoor/outdoor single mode fiber optic cable <br />from the Leachate project, to the new High Pressure Blower skid project. Utilize all existing <br />underground pull boxes, and conduits that were installed for this application. <br />• Terminate both ends of the fiber cable in a fiber enclosure with LC connectors as requested. <br />• Leave slack in cable at each end, as well as each pull box. <br />1800 Pembrook Dr., Suite 300, Orlando, Florida 32810 <br />
