99 PnE 351 <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Tippin, the Board unanimously granted <br />final plat approval for Indian River Club Plat 3 <br />(Phase 4A) and authorized the Chairman to execute <br />the submitted Contract for Construction of Remaining <br />Required Improvements and accept the letter of <br />credit or other security arrangements that secure <br />the contract; as recommended by staff. <br />CONTRACT WILL BE ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD WHEN EXECUTED AND RECEIVED <br />J. Resolution Reauthorizing Imposition of E911 Fee <br />The Board reviewed a Memorandum of September 30, 1996: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: September 30, 1996 <br />SUBJECT: Approval of Resolution Reauthorizing Imposition <br />of E911 Fee <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The Florida Legislature in 1991 passed legislation amending Chapter <br />365.171, revising provisions relating to the °911" fee which <br />permits county governments to impose a fee on all residential and <br />business telephone lines to pay for expenses associated with the <br />operation of the E911 system with a cap of $.50. <br />The revisions approved by the legislature provide for the following <br />actions: <br />1. Deleted the requirement for annual approval of a county's <br />recurring fee by the Division of Communications; <br />2. Specified that a fund be established exclusively for 911 <br />fee revenues and expenditures; <br />3. Established that 911 funds be used only for specified <br />purposes; <br />4. Requires an annual audit of the fund; <br />5. Provides for carry over of funds; and <br />6. Provides for expenditure of fees for certain employee - <br />positions. <br />In FY 95-96, the Indian River County Board of County Commissioners <br />approved imposition of a $.48 fee per line (up to a maximum of 25 <br />access lines per accountjbill rendered) per month to--f44nd the <br />permitted charges and expenses of the two Public Safety Answering <br />Points (PSAP) in the County. <br />OCTOBER 8, 1996 22 <br />
