Information"-rom Southern Bell indicates that Indian River County <br />has a total of 68,328 lines which would be charged the 911 fee. If <br />the Board approves the recommended charge of $.48 and all parties <br />paid the fee, it would generate approximately $393,569 in revenue, <br />less the 1% Southern Bell collection fee. The matter is now before <br />the Board of County Commissioners for approval of the Resolution to <br />reauthorize the E911 fee for FY 96-97 at $.48 which is the same as <br />the past fiscal year. <br />ALTERNATIVES AND ANALYSIS: <br />The funds from the 911 fee will be utilized for staff maintenance <br />of the data base, two call taker positions, operating expenditures, <br />CAD system, capital outlay, and a contingency fund to ensure the <br />integrity of the system to timely direct emergency personnel so <br />that the protection of lives and property can be assured. <br />If approved by the Board of County Commissioners, the Resolution <br />will be forwarded to Southern Bell Telephone Company so the fee <br />will remain at the same rate as the past year with an effective <br />date of October 1, 1996. <br />RECOMMENDATION: <br />Staff recommends approval of the resolution reauthorizing aria <br />imposing the E911 surcharge with a $.48 fee for FY 96-97. <br />Chairman Adams commented that raising the fee to $.50 will <br />almost pay for an additional operator and asked County Attorney <br />Vitunac if a change to $.50 would necessitate a change in the <br />ordinance and re -advertising the matter. <br />County Attorney Vitunac advised that this matter is <br />accomplished by resolution, not by ordinance, and that change could <br />be made today. <br />Emergency Services Director Doug Wright stated that the County <br />now funds 2 call taker positions and this raise in the fee would <br />allow a third call taker. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted, as <br />amended, Resolution 96-125 providing for the <br />establishment of a countywide "E911" telephone fee <br />to pay for system charges; providing for <br />severability; providing for including in the Indian <br />River County Administrative Code; and providing for <br />an effective date. <br />RESOLUTION - 96-125 <br />RESOLUTION OF THE INDIAN RIVER COUNTY BOARD OF COUNTY <br />- COMMISSIONERS PROVIDING FOR THE ESTABLISHMENT OF A <br />COUNTYWIDE "E911" TELEPHONE FEE TO PAY FOR SYSTEM <br />CHARGES; PROVIDING FOR SEVERABILITY; PROVIDING FOR <br />INCLUSION IN THE INDIAN RIVER COUNTY ADMINISTRATIVE CODE; <br />AND PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the Legislature enacted House Bill 1223 which amended <br />Section.365.171, Florida Statutes, entitled "The Florida Emergency <br />Telephone Act" to permit the imposition of a "911" .fee on all <br />residential and business telephone lines; and <br />OCTOBER 8, 1996 23 <br />ma 99 PA. <br />
