DeBlois, ICP <br />Chief, Environmen al Planning <br />DATE: October 2, 1996 <br />RE: Renewal of Abandoned Flow Well <br />Plugging Agreement with SJRWMD <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 8, 1995. <br />DESCRIPTION AND CONDITIONS <br />Since 1989,. the County has participated in a cost share program <br />with the St. Johns River Water Management District (SJRWMD) to plug <br />abandoned artesian wells. As a result of this program, <br />approximately 195 wells have been plugged or repaired in Indian <br />River County, saving over 85 million gallons per day (mgd) of <br />ground water. This past year, in addition to wells plugged on <br />County Utilities' property, 14 wells were plugged under the county- <br />wide cost -share program. <br />Throughout the duration of the County/District program, until last <br />year, the County had allocated a total of $30,000 ($15,000 for <br />Utilities property, $15,000 for county -wide private property) on a <br />fiscal year basis. In turn, SJRWMD had matched the county's funds <br />with $30,000 of their own, resulting in a total of $60,000 per <br />fiscal year allocated for well plugging. <br />In 1995, however, the County's share from previous years changed <br />from $30,000 to $24,000. This funding reduction was based on past <br />experience that demand for well plugging on Utilities property did <br />not warrant a joint allocation of $30,000, which had been allocated <br />in previous years. County -wide, however, well plugging projects had <br />been numerous enough to warrant continued allocation of $30,000 in <br />joint funds. <br />Also last year, as a change from previous years, two separate <br />contracts - one for Utilities property and one for county -wide <br />private property - were executed for fiscal year 1995-96 cost -share <br />funding. Based on guidelines adopted in September, 1994, the <br />District's policy on Utilities property cost -share is to fund 25% <br />(rather than 50%) of costs. [An exception, however, is that SJRWMD <br />will provided 50% funding for wells plugged on Utilities property <br />if the wells were not originally constructed by the Utility.] <br />The original agreement for the well plugging program was executed <br />on October 3, 1989, to plug abandoned wells on County Utilities <br />property. In March, 1990, the agreement was amended to apply <br />county -wide. The original agreement has been amended six times as <br />part of an annual renewal process. <br />The proposed contracts for fiscal year 1996-97 follow the same <br />format as the contracts approved last fiscal year.
