McCoy, AICP•::�W N, <br />Senior Planner, Current Development <br />DATE: <br />October 2, 1996 <br />SUBJECT: Erol Atamer's Request for Planned Development (PD) <br />Special Exception Use Approval for a Single Family PD to <br />be Known as Hampton Woods East <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 8, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Mosby & Associates, Inc. has submitted an application for PD <br />special exception use approval and -preliminary PD plan approval, on <br />behalf of Erol and Beth Atamer, to construct a 4 lot single family <br />planned development. The subject property is located south of 16th <br />Street, on the east side of 46th Avenue (see attachment #2). The <br />subject property is zoned RS -2, Residential Single Family up to 2 <br />units/acre. <br />The area around the subject property is generally characterized by <br />large lot development. - The proposed PD will access 46th Avenue <br />which is a private street platted with the Hampton Woods <br />subdivision in 1975. Currently, 46th Avenue serves the 6 Hampton <br />Woods lots (west side of the road) and properties on the east side <br />of the road, including the subject property. The existing right- <br />of-way and street width of 46th Avenue are marginally below current <br />county standards. The applicant is seeking waivers to the minimum <br />pavement and right-of-way widths in order to save existing trees <br />along the roadway and preserve the character of the area. <br />*Planning and Zoning C-4asion Action <br />At its -August 22, 1996 Planning and Zoning Commission meeting, the <br />Planning and Zoning Commission voted unanimously to recommend that <br />the Board of County Commissioners grant special exception use <br />approval with the condition recommended by staff. In addition, the <br />Planning and Zoning Commission recommended that the number of trees <br />removed to accommodate water line and stormwater improvements <br />necessary to serve the proposed project be limited (see attachment <br />#4). Since the Planning and Zoning Commission meeting, planning <br />staff has worked closely with the applicant, the project engineer, <br />and other county departments to develop specific ways to implement <br />the Planning and Zoning Commission's recommendation. Staff's <br />recommendation contained at the end of this report specifically <br />addresses the concerns expressed by the Planning and Zoning <br />Commission. <br />*PD Process <br />The PD project review and approval process is as follows: <br />Approval Needed <br />1.
