<br /> <br /> <br />PAGE 2 <br /> <br />GOP Number GOP Language Recommended Action Comments/Rationale <br />Policy 1.3: <br /> Indian River County shall maintain, periodically review, and revise if necessary, its various zoning districts (including <br />special districts) and overlay districts as may be warranted to ensure the implementation of the comprehensive plan. <br />The zoning districts shall be based on the comprehensive plan and shall directly govern specific land uses, lot area, <br />building type, and size and dimension criteria. <br /> <br />Additionally, Indian River County shall maintain, periodically review, revise if necessary, and enforce land development <br />regulations. Those land development regulations shall be the primary mechanism through which the county shall <br />implement the Comprehensive Plan. The criteria and standards established in the various elements of the <br />comprehensive plan shall be the basis for the land development regulations. Those regulations shall include, but not <br />be limited to, provisions for: <br />• The use of land and water consistent with the Future Land Use Map and the Comprehensive Plan; <br />• The subdivision of land; <br />• The use of areas subject to periodic flooding and the provision of adequate drainage and stormwater protection; <br />• The protection of potable water wellfields; <br />• The protection of environmentally sensitive lands; <br />• The regulation of signage, landscaping and other aesthetic controls; <br />• The provision of safe on-site and off-site traffic circulation and adequate parking; and <br />• The review of all development applications and modifications to ensure that all provisions of the Comprehensive Plan <br />are enforced. <br />No Change <br /> <br />Policy 1.4: <br />Indian River County’s land development regulations shall, through various means, ensure that adjacent land uses are <br />compatible. Those means shall include, but not be limited to, use of the following: <br />• vegetative buffers; <br />• setbacks; <br />• open space; <br />• physical separation; <br />• regulation of lighting; <br />• regulation of hours of operation; and <br />• regulation of access. <br />No Change <br />Policy 1.5: <br />The Conservation Land Use designations shall be applied to those areas which contain or possess lands with qualities <br />and features which play a vital or essential role in the normal functioning of the county’s ecosystems and have been so <br />identified in the conservation element or merit preservation as vestiges of once common county ecosystems. <br />Revise <br /> <br />Cross reference to Conservation Element. Policy could end just before <br />"and have been so identified….". Assuming "vital or essential roles in the <br />… ecosystems" is defined in Conservation element. <br /> <br />Policy 1.6: <br />C-1, Conservation-1 (Publicly owned or controlled conservation areas) <br />Conservation Uses <br />Passive Recreational Uses <br />• including, but not limited to, nature centers and trails, hiking trails, canoe launches, observation towers, scenic areas, <br />wildlife sanctuaries, wildlife feeding stations, hunter education centers (including shooting ranges), picnic areas, <br />bathrooms, and parking areas <br />• up to 0.25 FAR <br /> <br />C-1 designated parcels shall be specifically depicted on the future land use map. C -1 designated parcels include but are <br />not limited to land owned by the St. Johns River Water Management District for its Upper Basin Project, publicly owned <br />No Change <br /> Language throughout this Policy is good and reinforces vision.
