No Change <br />Objective 1: <br />Low <br />Unemployme <br />nt Rate <br />Through the plan time horizon, the county’s average annual unemployment rate will be no more than one percentage <br />point higher than the State of Florida’s average annual unemployment rate as reported by the Florida Agency for <br />Workforce Innovation, Labor Market Statistics Center, Local Area Unemployment Statistics Program, in cooperation with <br />the U.S. Department of Labor, Bureau of Labor Statistics (2007 average annual unemployment rate: Florida = 4.0% and <br />Indian River County = 5.8%). <br />Revise Changle from unemployment rate to poverty rate. Remove specifics. <br />Policy 1.1: <br />The Economic Development Division of the Indian River County Chamber of Commerce and other economic <br />development groups designated by the Board of County Commissioners shall promote the growth of those industries on <br />the county’s target industries list (Policy 2.5). The Economic Development Division shall determine the methods to be <br />used to promote the growth of those industries and identify these methods in its annual marketing plan. The results will <br />be presented to the Economic Development Council on a quarterly basis. <br />No Change <br />Policy 1.2: <br />On an annual basis, the Economic Development Division of the Indian River County Chamber of Commerce and other <br />economic development groups designated by the Board of County Commissioners shall survey local businesses that are <br />included in the county’s targeted industries list and have more than ten employees. The purpose of the survey is to <br />identify opportunities and problems associated with local businesses, the type of job training and assistance needed by <br />businesses, businesses willing to expand, businesses considering relocation, and linked businesses. The Economic <br />Development Division and other economic development groups shall report survey results to the Economic <br />Development Council at the first meeting of each calendar year. <br />No Change <br />Policy 1.3: <br />The Economic Development Division of the Indian River County Chamber of Commerce shall continue to contact <br />businesses, as identified in its marketing plan, to encourage those businesses to consider Indian River County as a <br />possible location. The county’s list of targeted industries shall be the Economic Development Division’s guide for the <br />type of businesses to contact. On a quarterly basis, the Economic Development Director of the Chamber of Commerce <br />shall report to the Economic Development Council the number of businesses that were contacted, the type of <br />businesses that were contacted, the number of persons employed by each of the businesses, and the result or actions <br />taken from those contacts. <br />No Change <br />Policy 1.4: <br />The county, the Indian River County Chamber of Commerce, other economic development groups designated by the <br />Board of County Commissioners, and CareerSource Research Coast shall continue to inform existing and relocating <br />businesses of training programs that are offered by Indian River State College, local high schools, and other training <br />providers. Representatives from these institutions shall be invited to provide an annual report to the Economic <br />Development Council summarizing what type of training assistance was provided to local businesses. <br />No Change <br />Policy 1.5: As an employer, the County shall advertise job opportunities on the county website. This involves <br />designating the County Planning Director and the Director of Economic Development of the Indian River County <br />Chamber of Commerce to act as facilitators. Both the county and the Chamber of Commerce shall present a report of <br />business complaints and concerns as well as proposed solutions to the Indian River County Economic Development <br />Council. <br />No Change
