<br /> <br /> <br />PAGE 88 <br /> <br />GOP Number GOP Language Recommended Action Comments/Rationale <br />Policy 3.1: <br />The Indian River County Property Maintenance Code shall continue to be the county's standard for public health, safety, <br />and welfare with regard to occupancy limits based on unit size, provision of adequate plumbing facilities, and <br />prevention of exterior physical deterioration. This code will be enforced by the building division and code enforcement <br />section staffs. <br />Revise <br />IRC has adopted a modified version of the Maintenance Code (with <br />some language duplicated in the LDRs). Suggest making language more <br />generalized and in keeping with that already in the LDRs. <br />Policy 3.2: <br />The county shall do a periodic inventory of housing conditions, as permitted by funding and staffing, on a neighborhood <br />by neighborhood basis to identify units suitable for concentrated code enforcement, rehabilitation, demolition, or other <br />actions to achieve a suitable residential environment. <br />No Change <br />Policy 3.3: <br />In areas with a high percentage of substandard housing units, the county shall provide property owners with consumer <br />information and technical assistance on new housing products and their applications in order to encourage improved <br />housing maintenance. <br />No Change <br />Policy 3.4: The county shall improve the appearance of housing units within low-income neighborhoods by participating in the <br />World Changers Program. The report shall also identify the agency’s objectives <br />regarding the number and types of recipients the Authority is able to serve annually. <br />No Change <br />Policy 4.2: <br />The Board of County Commissioners shall evaluate the annual activity report prepared by the Housing Authority and <br />take appropriate actions through funding, policy revisions, and program initiatives to assist the authority to support, <br />augment, and facilitate assistance to households who are unable to provide housing within acceptable cost limits of <br />30% of gross household income, or who require rehabilitation, financial, and/or technical assistance to assure safe, <br />healthful, and affordable housing. <br />No Change <br />Policy 4.3: The county shall maintain its current policy of financing water and sewer capacity charges for newly constructed <br />housing units. Remove Not strictly required and unclear if the County still adheres to this <br />Policy. <br />Policy 4.4: <br />The county shall maintain its Housing Trust Fund which provides below-market interest rate financing, for <br />downpayment/closing cost loans, impact fee/capacity charge loans, rehabilitation loans, land acquisition loans, <br />emergency/disaster loans, and Low Income Housing Tax Credit (LIHTC) program matching grants for affordable housing <br />units in the county. Disbursements from the Housing Trust Fund will be revolving loans, with borrowers paying back <br />principal and applicable interest into the trust, therefore ensuring a permanent source of financing. <br />No Change Presuming the fund still exists <br />Policy 4.5: <br />The county shall enter into interlocal agreements with any county municipality which, because of unusually high <br />property values or coastal high hazard area constraints, cannot meet its affordable housing needs within its jurisdiction, <br />and desires to contribute to the Housing Trust Fund.
