No Change <br />Policy 8.3: <br />The county shall coordinate with the U.S. Fish and Wildlife Service, the Florida Fish and Wildlife Conservation <br />Commission, and other appropriate agencies to ensure that rare, threatened, or endangered plant or animal species <br />identified or expected to occur on <br />county recreational and open space lands are protected from adverse development impacts. Protection measures shall <br />include: conducting an environmental survey prior to site development, preserving native vegetative communities on <br />county-owned land to the maximum extent feasible, and where feasible, relocating animals to undeveloped portion of <br />the site. <br />No Change <br />Policy 8.4: The county will pursue grant funding from the Florida Inland Navigation District's Waterway Assistance Program, or <br />other appropriate grant programs, to fund construction of restroom facilities on the Lost Tree Islands and Prange Island. County regulations for excavation/ mining projects shall include: <br /> ~ a requirement that pollution prevention plans addressing wind and water erosion be depicted on mining site <br />plans and approved by County engineering staff prior to Planning and Zoning Commission review; <br /> ~ a requirement that baseline water quality data be collected at project outfall points; <br /> ~ a requirement that applicants monitor discharge at outfall points to ensure no increase in levels of turbidity at <br />outfall points; and <br /> ~ a requirement of comprehensive dust control plans as part of mining site plans. <br />Revise <br />Revise to the following: The County, through the LDRs, shall regulate <br />and issue permits for all proposed excavation/mining projects in the <br />unincorporated county. County regulations for excavation/ mining <br />projects shall include: <br /> ~ a requirement that a national pollutant discharge elimination <br />system (NPDES) pollution prevention plan addressing wind and water <br />erosion be depicted on mining site plans and approved by County <br />engineering staff prior to Planning and Zoning Commission review; <br /> ~ a requirement that baseline water quality data be collected at <br />project outfall points; <br /> ~ a requirement that applicants monitor discharge at outfall points <br />to ensure no increase in levels of turbidity at outfall points and <br />compliance with state and federal water quality standards; and <br /> ~ a requirement of comprehensive dust and spillage control plans <br />as part of mining site plans. <br />Policy 9.2: <br />As set forth in the policies under Objective 2 of the Coastal Management Element, Objective 2 of the Conservation <br />Element, and Objective 7 of the Stormwater Management Sub-element, the county shall undertake measures, such as <br />establishing Water Quality Level of Service standards and prohibiting new point source discharges to increase the <br />productivity of fishery habitat, to improve estuarine water quality, and to protect the estuarine ecological systems of <br />the IRL, especially emergent and submergent aquatic vegetation. <br />No Change <br />Policy 9.3: The county shall support the City of Sebastian's efforts to preserve and reestablish working waterfronts in Sebastian by <br />seeking grants to restore the Archie Smith Fish House to a demonstration working waterfront.
