<br /> <br /> <br />PAGE 103 <br /> <br />GOP Number GOP Language Recommended Action Comments/Rationale <br />Policy 9.4: <br />The county shall continue to prohibit, by legal document, the planting of agricultural disease host plants in development <br />projects that are subject to county site plan approval. The legal document will be structured to sunset the prohibition if <br />circumstances change such that the prohibition is no longer necessary. <br />No Change <br />Policy 9.5: The county shall evaluate energy conservation actions identified under the Florida Green Building Coalition (FGBC) <br />green building certification program and adopt such actions when economically feasible. No Change <br />Objective 10 Through 2025, there will be no adverse off-site soil erosion impacts associated with land development and agricultural <br />activities and beach shoreline systems will be stabilized. Revise Remove date <br />Policy 10.1: <br />Consistent with Policy 7.9 of the Stormwater Management Sub-element, the county, in cooperation with the Indian <br />River Soil and Water Conservation District (IRSWCD), shall provide technical assistance to agricultural operations in <br />implementing conservation plans and non-structural best management practices (BMPs). Non-structural BMPs, as <br />defined by the Natural Resource Conservation Service (NRCS), include: land use planning, preservation of wetlands and <br />floodplains, education, and erosion control methods. <br />No Change <br />Policy 10.2: <br />The county shall enforce its tree protection ordinance to ensure that wind and water erosion associated with urban <br />land-clearing activities is minimized through the use of erosion control techniques such as temporary seeding and <br />mulching, sodding, diversion berms, interceptor ditches, sediment barriers, sediment basins, and related appurtenances <br />or devices. A Storm water Pollution Prevention Plan (SWPPP) addressing erosion control shall be required for all <br />development projects. <br />No Change <br />Policy 10.3: <br />The county shall undertake beach shoreline stabilization activities including: <br /> ~ monitoring of the experimental Pre-fabricated Erosion Protection ("PEP") reef to determine the need for <br />supplemental beach stabilization, such as sand renourishment; <br /> ~ determining a funding source for public beach stabilization projects, including consideration of establishing a <br />beach taxing district; <br /> ~ coordinating with the Sebastian Inlet Tax District and the City of Vero Beach on beach restoration projects; and <br /> ~ continuing meetings of a beach preservation and restoration advisory committee concerning recommendations <br />unrelated issues. <br />Revise <br />Revise to the following: The County shall continue to implement the <br />Beach Preservation Plan (BPP) including beach shoreline stabilization <br />and conduct updates at least every five years for the following activities: <br /> ~ monitoring of the experimental Pre-fabricated Erosion Protection <br />(""PEP"") reef to determine the need for supplemental beach <br />stabilization, such as sand renourishment; <br /> ~ determining additional funding sources for public beach <br />stabilization projects, including consideration of establishing a beach <br />taxing district; The County should also continue to use the Tourist <br />Development Tax and the Local Option Sales Tax to match State funds <br />for financing future Indian River County beach projects, <br /> ~ coordinating with the Sebastian Inlet Tax District and the City of <br />Vero Beach on beach restoration projects; and <br /> ~ continuing meetings of with the Beach and Shore Preservation <br />Advisory Committee concerning recommendations on related issues. <br />Policy 10.4: <br />To protect existing dune communities and reduce shoreline soil erosion, the county shall continue to prohibit <br />development encroachment oceanward of the county dune stabilization setback line (DSSL), with the exception of dune <br />walkovers and other similar minor structures subject to approval by the FDEP Bureau of Beaches and Coastal Systems. <br />By 2012, the county will evaluate the location of the DS SL and will consider relocating the DSSL westward. <br />Revise <br />Revise to the following: To protect existing dune communities and <br />reduce shoreline soil erosion, the County shall continue to prohibit <br />development encroachment, excavation or manmade structure <br />seaward of the county dune stabilization setback line (DSSL), with the <br />exception of dune approved dune crossover structures or other similar <br />minor structures as defined by the Florida Department of <br />Environmental Protection (FDEP).
