<br /> <br /> <br />PAGE 105 <br /> <br /> ~ Within the jurisdictional boundaries of the City of Vero Beach, <br />New coastal construction occurring seaward of the primary dune during <br />any portion of the marine turtle nesting season shall be conducted <br />during daylight hours only; Any person who anticipates beginning or <br />continuing coastal construction during any portion of the nesting season <br />or any person whose coastal construction project will permanently alter <br />natural shoreline characteristics shall prepare a sea turtle protection <br />plan in accordance to the state department of environmental <br />protection. A copy of the approved sea turtle protection plan shall be <br />provided to the city prior to commencement of construction; Daily logs, <br />monitoring results, and all similar records maintained pursuant to a <br />state department of environmental protection approved sea turtle <br />protection plan shall be provided to the city by the permit holder <br />responsible for implementing and conducting the sea turtle protection <br />plan; <br /> ~ Restored and stabilized dunes shall be vegetated with authorized <br />native, salt-tolerant plants suited to the beach/dune environment and <br />irrigated by hand watering methods only in a manner which does not <br />broadcast water seaward of the toe of the primary dune; <br />~ The County shall enforce the St. Sebastian River and Indian River <br />Lagoon Aquatic Preserve Shoreline Protection Buffer Zone established in <br />the Indian River County Upland Habitat Protection Ordinance. <br />~ The preservation of existing native vegetation shall be required along <br />the shoreline. The use of rigid structural alternatives will not be <br />permitted unless non-structural methods have proven ineffective; the <br />proposed seawall is part of a comprehensive plan for shoreline <br />stabilization and revegetation, which includes a mitigation plan for all <br />adversely impacted shoreline and aquatic vegetative species; the <br />proposed seawall is adjacent to buildable upland property and does not <br />increase the seaward (outward) projection of the property; and <br />coordination with reviewing agencies and permits have been approved
