[Redundant]Policy 4.1: Land use districts <br />shall be located in a manner which concentrates urban uses, thereby discouraging urban sprawl. [Redundant]Policy <br />4.2: By January 202518, Indian River County shall identify and map target areas for redevelopment and infill development. <br />Policy 4.3: For the areas targeted for redevelopment and infill development in Future Land Use Element Policy 4.2, <br />Indian River County shall, by 2019, assess the potential for future development, review infrastructure capabilities and <br />needs, and develop special overlay or use districts and regulations, if warranted. [Redundant]Policy 4.4: By January <br />2020, Indian River County shall work with property owners, developers, and the public to develop and implement a plan to <br />promote development of the areas targeted for redevelopment and infill development. That plan shall examine the <br />feasibility of reduced development fees, streamlined application processing, mixed uses, density bonuses, Traditional <br />Neighborhood Design, home/work linkages and other innovative techniques to promote development in those areas. <br />[Policy completed] <br />Policy 4.5: Where proposed development projects abut undeveloped or developed property, the cCounty shall review to <br />determine whether require that such the development must be designed and constructed or guaranteed to accommodate <br />both vehicular and bicycle/ pedestrian interconnections. Interconnections may include shared roadways or driveways that <br />provide local traffic circulation. Exemptions shall be granted where interconnections would create a “funneling effect” <br />through an existing neighborhood or have no potential for providing interconnectivity or through-street benefits (e.g. <br />segments that dead-end into water bodies, built facilities, or environmentally sensitive areas). <br />Policy 4.6: By 2011, the county shall adopt traffic-calming standards and designs to address concerns about the speed <br />of “cut-through” traffic. Traffic calming improvements shall be constructed with project interconnections where necessary <br />Policy 4.7: The cCounty shall require that developers construct sidewalks on both sides of internal project streets in higher <br />density residential developments and mixed-use projects. <br />Policy 4.8: When reviewing amendments to the Future Land Use Map, the county shall consider the impact of the <br />proposed amendment upon the jobs/housing balance of the following subareas: north county, central county, and south <br />PAGE 24
