<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Objective 17: Through 204030, the County will have no increase in land use designation density or intensity within the <br />Coastal High Hazard Area, in a manner consistent with the policies set forth in the Conservation and Coastal Elements. <br />Objective 18: Byetween January 1, and January 1, 2045, five (5) percent of new residential development (dwelling <br />units) occurring in unincorporated Indian River County will be located in Traditional Neighborhood Design projects. <br />Objective 18.1: By January 2011, tThe cCounty shall adopt and maintain land development regulations LDRs that <br />establish the TND, Traditional Neighborhood Design zoning district. The TND district shall be limited to planned <br />developments (PDs). To qualify as a TND development, projects must meet the following criteria: <br />Development Parameters <br />1. The minimum contiguous project land area shall be 40 acres. <br />2. Land shall be under unified control, planned and developed as a whole in a single development or as an approved <br />series of developments or neighborhoods. The project shall be approved under the Planned Development (PD) <br />rezoning process. <br />Street Network <br />3. In order to disperse traffic by offering many alternative routes and connections between destinations within the <br />project and to appropriate uses on adjacent sites, the street network shall consist of a grid or modified grid pattern <br />and shall accommodate connections to appropriate uses on adjacent sites. <br />4. Not more than 10% of blocks shall have a block with a perimeter measuring more than 1,800 feet. Within <br />commercial and mixed use areas, no block face dimension should exceed 400 feet. <br />5. The project shall contain a network of interconnected streets, sidewalks, and pathways. <br />6. Streets shall be designed to balance pedestrian and automobile needs, to discourage high automobile speeds, to <br />effectively and efficiently accommodate transit systems, and to distribute and diffuse traffic rather than concentrate <br />it. <br />7. Street trees shall be provided so as to shade sidewalk areas and buffer sidewalk areas from automobile traffic. <br />8. Streets and adjacent buildings shall be sited and designed to encourage interactions between the street and <br />buildings through the use of amenities such as reduced building setbacks, “build-to” lines, front porches, stoops, <br />rear and side yard parking lot locations, and other means. <br />PAGE 27
