<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Transportation Element <br />The purpose of the Transportation Element is to plan for a multi-modal transportation system that is safe and meets the <br />needs of residents and visitors. This Element encourages improved transportation and mobility planning, establishes Level <br />of Service (LOS) Standards for the major roadways, and also recognizes the need to provide transportation alternatives to <br />increase accessibility and provide a comprehensive transportation system. A summary of the changes that are proposed <br />for the Transportation Element are as follows. <br />◊ Review and revise thresholds and levels of service standards based on new FDOT Context Class LOS and other <br />Policies <br />◊ Incorporate Proportionate Share into appropriate Policy Language <br />◊ Remove Traffic Impact Study requirements in favor of referring to County Code <br />◊ Encourage incorporation of FDOT’s “Target Zero” principles in the design of transportation facilities <br />These recommended changes are important to better reflect the current and future transportation needs, assess bicycle, <br />pedestrian, and public transit systems, assist in emergency management processes such as hurricane evacuation routes, <br />and prevent excessive vehicle congestion. <br />Florida Statute Reference: Chapter 163.3177(6)(b) <br />PAGE 64
