For capacity determination purposes, a roadway improvement may be <br />considered to be in place and the capacity to be provided by the improvement may be counted as available if the <br />referenced improvement is listed in the first three years of the county's adopted five Year Schedule of Capital <br />Improvements (appendix A of the Capital Improvements Element) or in the first three years of the adopted Florida <br />Department of Transportation five year work program, is scheduled to be under construction not more than three <br />years after issuance of the project’s first building permit, and where the county issues a development order for the <br />project needing the improvement approving this allowance. <br />If based on the above analysis the proposed development does not meet approval requirements, the developer may <br />choose to conduct a more detailed traffic impact analysis as described in Policy 1.5. <br />Policy 1.5: The cCounty, through its land development regulations, shall require submission of a traffic impact study for <br />all projects in compliance with Code of Ordinances Chapter 952.07. <br />The traffic impact study will be the basis for identifying site-related improvements required by a project as well as for <br />assessing consistency with adopted level of service standards. <br />Minimum requirements for traffic impact studies are described below: <br />- All traffic impact studies shall be performed by registered professional engineers who specialize in transportation <br />engineering and/or by qualified professionals in the field of transportation planning who specialize in traffic impact <br />studies. <br />- The study area boundary shall include all intersections within 8 miles of the project where the project generated peak <br />hour traffic meets or exceeds 8 trips on a 2-lane road or 15 trips on a 4 or more lane road. <br />Projected project traffic shall be based on the application of ITE trip rates (Trip Generation, Current Edition), Indian River <br />County trip rates, or applicant derived/county approved trip rates for the proposed use(s) in the project. <br />- Trip distribution and assignment shall be based on one of the following techniques: <br />a) Trip distributions based on studies of existing similar developments in proximity to the proposed site. <br />b) Experienced judgment and knowledge of local condition. This method requires approval and concurrence from the <br />county. <br />c) A combination of "a" and "b". <br />d) Special zip code analysis for a representative land use in proximity to the proposed site. <br />e) FSUTMS travel model results including trip tables by trip purpose. <br />f) Gravity model. <br />- Existing levels of service shall be calculated for all signalized and major unsignalized intersections within the study area <br />PAGE 70
