The Housing Element ensures that there is adequate and safe housing for all current and anticipated future <br />residents of Indian River County. A summary of the changes that are proposed for the Housing Element are as follows. <br />◊ Consider rewording the goal for consistency with other Plan goals. <br />◊ Add Policy under Objective 1 related to Accessory Dwelling Units (supports Vision). <br />◊ Revise policies to reflect the Live Local Act, as appropriate. <br />◊ Continue to encourage infill development to prevent urban sprawl. <br />◊ Review policies which are not statutorily required that place additional burdens on Staff. <br />◊ Clarify expedited permit review process – This does not need to be defined in Plan, but it is discussed in Policies <br />1.6, 1.8, and 1.9, and one must consider how these function together. The exact process should be defined in a <br />separate policy document for ease of amendment. <br />◊ Implement more generalized language in objectives and policies to reduce need for frequent text amendments. <br />◊ Promote universal design. <br />◊ Two new policies are suggested under Objective 8 which reflect historic preservation, as well as the rehabilitation <br />and adaptive reuse of historically significant housing. <br />The proposed changes are important for the County to maintain its current housing stock, to promote infill development as <br />a context-sensitive solution, and to be prepared to adapt quickly to changing community needs.
