The Element ensures the resiliency and protects the quality of natural systems within the community. A <br />summary of the changes that are proposed for the Conservation Element are as follows. <br />◊ Make appropriate revisions to this Element as part of one of the first EAR-based amendments which will adopt the <br />revised Manatee Protection Plan upon its approval and adoption, which is anticipated to occur in 2024. <br />◊ Substantial removal of codified regulations, with reference to said regulations replacing the specific details in the <br />Plan. <br />◊ Define what size qualifies as small as it relates to the County’s wetland mitigation policy. <br />◊ Remove guidance on what factors the “Land Acquisition Guide” must include, in favor of following the recently <br />established Land Acquisition Process created by Conservation Lands staff following Resolution 2022-016 <br />(environmental bond referendum). <br />◊ Revise the criteria for reviewing lighting plans for beachfront development. <br />◊ Incorporate the Beach Preservation Plan <br />◊ Substantial revision to the County’s specific criteria pertaining to shoreline stabilization within the unincorporated <br />portion of the County and all oceanfront properties lying within the municipal limits of the City of Vero Beach. <br />◊ The Indian River County Lagoon Management Plan has also been completed <br />These recommended changes are important to the ongoing conservation measures in the County. <br />Florida Statute Reference: Chapter 163.3177(6)(d). <br />PAGE 92
