He suggested that Bell South Mobility <br />build the tower at the north end of the property. <br />Commissioner Bird believed that everything on the east side of <br />82nd Avenue is zoned agricultural at 1 unit per 5 acres. <br />Bill Abernathy, owner of property just to the east of Life for <br />Youth Ranch, believed the property on the east side of 82nd Avenue <br />was rezoned to R-3 about 5 or 6 years ago. He had understood that <br />all the property behind him and to the east would be developed at <br />that density. <br />Commissioner Bird explained that Mr. Abernathy's property was <br />zoned Agriculture at 1 unit per 5 acres, and Director Keating <br />recalled that it had been zoned at 1 unit per acre until <br />negotiations with DCA resulted in it being zoned to 1 unit per 5 <br />acres. <br />Community Development Director Bob Keating advised that area <br />to the east was zoned 1 unit per 1 acre and was rezoned to 1 unit <br />per 5 acres after negotiations with the Florida Department of <br />Community Affairs. <br />Mr. Abernathy asked if he could get his property taxes reduced <br />if that was the case, and Chairman Adams advised that he could get <br />his agricultural exemption if there was an agricultural use on the <br />property. <br />There being no others who wished to be heard in this matter, <br />Chairman Adams closed the Public Hearing. <br />Chairman Adams, because of her concern over the proliferation <br />of towers being built in this county, suggested that the County <br />place a 90 -day moratorium on accepting applications for towers <br />until further workshops are held to determine where towers will be <br />needed in the county. <br />Attorney Vitunac advised that the Board could not impose a <br />moratorium without going through the ordinance process which means <br />advertising and holding a public hearing. <br />Commissioner Bird wondered if a 90 -day delay would be fair to <br />this particular application, but Chairman Adams emphasized that the <br />Board has the power to deny the application today. <br />Commissioner Tippin agreed with Commissioner Bird. While he <br />didn't like the towers and would like to see a moratorium, he felt <br />it would be unfair to this particular applicant who has gone <br />through all the procedures. <br />Chairman Adams wondered about the reason for the rush on this <br />particular application and why today's Agenda backup material did <br />30 <br />OCTOBER 15, 1996 <br />
