Bruce Barkett, attorney for the applicant, introduced Jo Ellen <br />Cox, Bell South Mobility real estate project manager, two <br />engineers, and Reverend Dick Davis, director of the Life for Youth <br />Ranch. <br />Attorney Barkett explained that the tower that fell was a 1500 <br />ft. guy tied tower and it fell down because a crane servicing it <br />fell and pulled down the guy wires. The tower did not collapse. <br />It was the crane that fell further out of the radius, not the <br />tower. <br />Attorney Barkett proceeded to present his arguments for <br />special exception use approval for the tower, noting that Bell <br />South Mobility had changed previous plans on a possible site <br />location and searched for a tower site further to the south. The <br />Planning & Zoning Commission voted unanimously to recommend <br />approval of this site at its meeting of October 10, 1996. Reverend <br />Davis of the Life for Youth Ranch will be the landlord for this <br />site. <br />Attorney Barkett introduced Ren Sheppard of Boca Raton to <br />present justification for the need of the tower. Mr. Sheppard <br />explained that the AT&T tower, which is close to the St. Lucie <br />County line, would not give them the coverage they need. He <br />displayed a map of the area showing the dead spots in coverage, <br />noting that the large gap in coverage is pretty much along I-95 and <br />west of I-95. Another gap in coverage is along SR -60 where they <br />are controlled by the FAA height restrictions for airport routes. <br />The proposed tower will improve 911 service along I-95 where <br />service is spotty. <br />Chairman Adams asked why the justification letter from Cox <br />wasn't in today's backup material. <br />Attorney Barkett interjected that the justification letter was <br />attached to the application; it wasn't their fault that it wasn't <br />included in the backup material. <br />Reverend Dick Davis, director of Life for Youth Ranch, advised <br />that they bought this property 25 years ago. When they did their <br />site plan, they located all their activities and buildings toward <br />the center of the property leaving a good buffer zone to whatever <br />or whoever might become their neighbor. If they could get some <br />money from this buffer zone, it would be of great help. They feel <br />that they are making good use of the buffer area and also filling <br />a need. He felt it fits right in with the Life for Youth Ranch. <br />Dave Hearndon, 7801 12th Street, owner of neighboring property <br />presently zoned R-3, planned to sell his property in the future and <br />believed that having this tower right next door would not look so <br />OCTOBER 15, 1996 29 BOOK 99 pn-427 <br />
